GENERAL NARRATIVE

Update: Exenia has been found safe and is no longer considered missing.

 

As previously released:

On June 16th, 2024 Exenia Pafford (14 year old female) was reported as a runaway juvenile to the Kingsport Police Department and entered into the NCIC database.  Exenia is believed to have voluntarily left her residence sometime during the night of June 16th.  Investigators believe she may be heading to the Greeneville, TN area.

Exenia was last seen wearing a black tank top, black sweatpants, white shoes with a Nike logo.  She has a piercing on the right side of her nose.  Exenia is 5’3″ tall and weighs 115 lbs.  She has brown hair and blue eyes. 

Anyone with information regarding Exenia’s current whereabouts is asked to contact Kingsport Central Dispatch at (423) 246-9111 or the Criminal Investigations Division at (423) 229-9429.  If Exenia is seen outside the Kingsport area, please contact local law enforcement in that jurisdiction.

Bays Mountain Park unveils new Trail Maps

Bays Mountain Park is always ready for folks to hit the trails and enjoy the natural wonder of our region. Now, visitors to the park will be able to enjoy a brand new trail map with the most accurate and up-to-date information available.

Over the past year, the staff at Bays Mountain Park has worked diligently to design a new park trail map. The process involved re-mapping all 40 miles of trails within the park to provide guests with the most accurate and up-to-date map possible.

Through this process, staff worked to build a map that could be geo-referenced, meaning the new map will work with map readers, such as Avenza Maps, to allow guests to see their location in real time on their phones.

Map readers use your phone’s GPS receiver and do not require cell service to operate once installed on your phone. Bays Mountain Park’s new map can be downloaded through the Avenza Maps app free of charge.

To access a digital copy of the map and for directions on how to install the map using Avenza Maps, please visit https://bit.ly/3xuVW4H. Paper copies are available for sale at the Gate House and Nature Center for $2 each.

“The work to create these new maps took some time, but we knew once we were done the end result would be well worth it,” said Park Manager Megan Krager. “We appreciate your patience and hope everyone enjoys exploring the trails with our new maps.”

Kingsport to hold public meeting on Main Street Rebuild Project

City News

The City of Kingsport will host a public meeting on July 8 regarding general updates the Main Street Rebuild project. The meeting will be held from 4 p.m. to 5:30 p.m. in the Montgomery-Watterson Boardroom (3rd floor) of City Hall (415 Broad Street).

The purpose of this meeting is to hear from residents, businesses and property owners who have questions or concerns about the Main Street Rebuild project. The general public is also welcome to attend the meeting.

The Main Street Rebuild is a $20 million, multi-year construction project that aims to improve and beautify one of the main gateways into downtown Kingsport. Work began in earnest in November 2022 near the Kingsport Area Transit System side of Main Street and has proceeded westward toward Clinchfield Street over the past 20 months.

Weak soil underneath Main Street will be removed and replaced with stone and then the contractor will build a new road on top of the strong, stable base.

The project calls for new utility lines (water, sewer, stormwater) installed along Main Street, telephone and cable lines placed underground, powerlines relocated to the opposite side of the road and the roadway enhanced with landscaping, bulb outs and stamped brick crosswalks.

KPD e-News Release: Kingsport Police Investigating Shooting

SUBJECT: Kingsport Police Investigating Shooting

GENERAL NARRATIVE

On June 21st, 2024, at approximately 8:55 am, Kingsport Police Officers responded to reports of an accidental shooting in the 400 block of Barnett Drive. Arriving Officers located individuals tending to Angelique Ferguson, who appeared to have a single gunshot wound to her abdomen. Ferguson was taken to a local hospital by SCEMS where she was pronounced deceased. Her body will be sent to the William L. Jenkins Forensic Center of the E.T.S.U. James H. Quillen College of Medicine in Johnson City for an autopsy.

 

The circumstances surrounding this incident are still under investigation. This is believed to have been an isolated accident.

 

This is still an active and ongoing investigation, and more details will be released as they become available.

Kingsport Senior Center continued to grow during 2023

The Kingsport Senior Center continued to see record growth in membership during the previous year, while expanding its virtual programming and adding new activities, programs and services at its main site.

Overall, the Kingsport Senior Center had a successful year with an increase in daily attendance, volunteer hours and day trips.

“I’m amazed at the growth we’ve experienced over the past year,” said Shirley Buchanan, director of the Kingsport Senior Center. “Our staff has worked hard these past few years to offer more programs, activities and classes and the effort has clearly paid off with our growth in membership.”

Highlights from the Kingsport Senior Center’s annual report:

  • Membership grew from 4,053 in 2022 to 4,655 in 2023.
  • The average daily attendance was 452.
  • The wellness room logged 154,527 hours of use in 2023.
  • A virtual presence of more than 3.7 million impressions across social media.
  • Members volunteered 8,266 hours to a variety of agencies reflecting a cost savings to them of more than $262,000.
  • There were 45 days trips and three extended trips in 2023 with 1,039 members participating.
  • The KSC received a $124,000 digital literacy grant from the West End Home Foundation for the purchase of 125 Chromebooks and digital literacy classes.

The Kingsport Senior Center is located on the first floor of Kingsport Renaissance Center (1200 E. Center Street) and offers membership for those ages 50 and older. The center offers a variety of programs, classes and activities to its members, including ones for arts and crafts, games, sports, fitness and cooking.

The Kingsport Senior Center has seven branch sites – Lynn View Community Center, V.O. Dobbins Center, First Broad Street United Methodist Church, Colonial Heights United Methodist Church, the Kingsport Aquatic Center, the V.O. Dobbins, Sr. Complex and TNT Sportsplex.

Kingsport’s new Customer Information System (CIS) is now live for customers to use. Residents can now pay bills, report issues and access their account information easier than ever before.

Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.

No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.

You can pay bills, report issues, access the customer portal, download the Kingsport Utilities app and access your account information by going to www.kingsporttn.gov/billpay.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
