GENERAL NARRATIVE
Reminder: The annual Law Enforcement Memorial Service is today, May 15, 2023 at 3:00 PM at the Kingsport Police Department Law Enforcement Memorial and Eternal Flame, located on the corner of West Market and Clay Streets in Downtown Kingsport.

Please note that in the event of inclement weather, the service will be relocated indoors to the Auditorium of the Kingsport Center for Higher Education (300 West Market Street) directly across the street from the Law Enforcement Memorial and Eternal Flame.

As previously released:

In 1962, President John F. Kennedy proclaimed May 15th as National Peace Officers Memorial Day and the calendar week in which May 15th falls, as National Police Week. Established by a joint resolution of Congress in 1962, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others.

This year, National Police Week will take place from May 14 through 20, 2023. Traditionally, the local Fraternal Order of Police (F.O.P.) Burgess-Mills Lodge #11 conducts a Law Enforcement Memorial Service at the Kingsport Justice Center during National Police Week.

The service this year will be held on Monday, May 15, 2023 at 3:00 PM at the Kingsport Police Department Law Enforcement Memorial and Eternal Flame, located on the corner of West Market and Clay Streets in Downtown Kingsport. As always, the department extends an open invitation to anyone who would like to join us as we remember and honor our local fallen officers, as well as all fallen officers throughout the nation.

The program agenda will be as follows:

· Welcome and Master of Ceremonies, Bobby Russell (Sullivan County Circuit Court Clerk/Sullivan County Sheriff’s Office (retired))

· Invocation, Pastor Chad Roberts (Preaching Christ Church)

· Proclamation, Mayor Patrick W. Shull (City of Kingsport)

· Keynote Address, Henry Reyes (Chief of Police (retired) of the Huntsville, Alabama Police Department/current Kingsport resident)

· Roll Call of Fallen Officers, Chief of Police Dale Phipps (Kingsport Police Department)

· Benediction, Captain Justin Quillin (Kingsport Police Department Chaplain)

The local Fraternal Order of Police (F.O.P.) Burgess-Mills Lodge #11 is named in honor of two of the Kingsport Police Department’s Fallen Officers, Patrolman Ira H. Burgess and Patrolman John E. Mills, who were tragically shot and killed in the line of duty in 1950 and 1940 respectively. Information regarding these and all of K.P.D.’s Fallen Officers can be found in the following link:

The following inscription is found on the National Law Enforcement Officers Memorial in Washington, D.C.

“This Memorial is dedicated to all Law Enforcement Officers in the United States of America. Inscribed on these walls are the names of those men and women who died in the line of duty. It is not how these officers died that made them heroes. It is how they lived.”

Kingsport offering Specialty Camps during Summer Break

City News

Kingsport’s Parks and Recreation Department is offering four “specialty camps” for children this summer, each with its own unique theme, including camps for gamers, builders, cyclers and athletes.

“We’re trying out some new camps this year to add some variety with our summer programming,” said Program Administrator Renee Ensor, “we believe the kids will love them.”

The four new specialty camps include:

LEGO Camp: June 12-15 from 9 a.m. to 11:30 a.m. at the Kingsport Civic Auditorium. For children ages 6-12 (limit 10 campers) at a cost of $80 per child. Participants will get to keep a 1,000 piece LEGO set.

Game On Camp: July 24-28 from 9 a.m. to 11:30 a.m. at the Borden Community Center. For children ages 6-12 (limit 10 campers) at a cost of $25 per child. Participants will play a variety of board and video games during the sessions.

Cycle Kids Camp: June 15, 22, 29 and July 6 at Reedy Creek Bicycles. For children ages 2-8 at a cost of $30 per child. Participants will go on supervised bike riding excursions.

Tennis Camp: June 19-22 and July 10-13 at the Borden Park tennis courts. $60 per session.

  • Adaptive Needs: 9 a.m. to 10 a.m.
  • 10 and Under: 6 p.m. to 7 p.m.
  • 11 and Above: 7 p.m. to 8:30 p.m.

Reminder – Kingsport’s Summer Camp Program accepting registrations

John Adams Elementary School added as third location

Kingsport’s Parks and Recreation Department is accepting registrations for its annual summer camp program.

In this program, your elementary and middle school-aged kids will participate in games, crafts, outdoor activities, sports and swimming trips throughout the summer.

The summer camp program is open to children ages 6-12 and will be held at three city locations – the V.O. Dobbins Sr., Center (301 Louis Street); the Lynn View Community Center (257 Walker Street); and John Adams Elementary School (2727 Edinburgh Channel Road).

To register for a specific location, click on the CivicRec link in the Connect Kingsport app or go to www.kingsporttn.gov and click on the “CivicRec” link, then search for “summer camp.” You can also register in person at V.O. Dobbins during normal business hours.

Summer camp runs from 7:30 a.m. to 5:30 p.m. each day and the cost per session, per child is $100 for city residents/$120 for non-city residents.

V.O. Dobbins & Lynn View

  • Session 1: May 30-June 16
  • Session 2: June 19-July 7
  • Session 3: July 10-July 28

John Adams Elementary School: July 5-July 21.

Breakfast and lunch are provided through the month of June. Children will need to pack a lunch and snack each day for the month of July. Each summer program site has a maximum registration limit and site availability cannot be guaranteed. Participants are registered on a first come, first served basis.

E-911 Apprenticeship program signs first participants

City News

The City of Kingsport will hold a signing event later this month for the first participants in its newly created E-911 Dispatch Apprenticeship Program.

The signing event will be held in the third floor boardroom of City Hall (415 Broad Street) at 2 p.m. on May 19. State and city officials will be on hand to speak about the importance of apprenticeship programs in Tennessee.

“Apprenticeships can be a pathway to quality, sustainable employment for Tennesseans,” said Holly Free-Ollard, assistant administrator and state apprenticeship director with the Tennessee Department of Labor and Workforce Development. “This earn while you learn model is a solution that directly addresses workforce challenges our employers face every day.”

Kingsport’s E-911 Dispatch Apprenticeship Program – the first of its kind in Northeast Tennessee – involves classroom and on-the-job training with a mentor during a 12-month period. Participants receive salary increases while in the program and once complete, receive a nationally recognized certification in E-911 dispatch.

Apprenticeship programs help address hiring challenges, strengthen long-term employment opportunities and bring stability to the city’s workforce. Kingsport’s program was made possible through a $10,000 grant from the First Tennessee Development District.

“This is a ground-breaking opportunity for us to address some hiring challenges we’ve experienced over the last couple of years,” said Kingsport Police Chief Dale Phipps. “I’m also looking forward to expanding this program to other career choices within public safety.”

Kingsport’s new Customer Information System (CIS) is now live for customers to use. Residents can now pay bills, report issues and access their account information easier than ever before.

Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.

No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.

You can pay bills, report issues, access the customer portal, download the Kingsport Utilities app and access your account information by going to www.kingsporttn.gov/billpay.

Report Non-Emergency

To report a non-emergency, please use the new ConnectKingsport app.


ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.

You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!
