| GENERAL NARRATIVE | ||||
| The Kingsport Police Department Criminal Investigations Division is attempting to locate two convicted sex offenders who have absconded from supervision and are currently wanted on active arrest warrants for Violation of the Sex Offender Registry.
Rowena H. King is a registered violent sex offender based upon a 1990 conviction for aggravated rape and sexual assault. As a violent sex offender, she is required to report quarterly to the law enforcement agency having jurisdiction where she resides; however, she has not reported since 2018. She was last known to reside in Kingsport; however, her address on file is no longer valid. As such, she is classified as an absconder, and a warrant has been obtained for her arrest, charging her with Violation of the Sex Offender Registry. Robert John Walsh is a registered violent sex offender based upon a 2004 conviction for sexual assault. As a violent sex offender, he is required to report quarterly to the law enforcement agency having jurisdiction where he resides; however, he has not reported since February 2022. He was last known to reside in Kingsport; however, his address on file is no longer valid. As such, he is classified as an absconder, and a warrant has been obtained for his arrest, charging him with Violation of the Sex Offender Registry. Their photographs and physical descriptions have been included with this release. Anyone who sees either of these two individuals, or may potentially know where either of them can be located, is asked to contact Detectives in the K.P.D. Due to the popularity of last year’s event, Allandale Mansion is bringing back and expanding its Holiday Tea event for the 2022 Christmas season.
This year, the event will be held on two days – December 20 and December 21 – from 1 p.m. to 3 p.m. Tickets are $25 and advance registration is required. The event is recommended for ages 10 and under and guests are encouraged to wear their best holiday outfit.
During the event, guests will enjoy a catered snack from Food City, a glass of fruit “tea,” beautiful Christmas decorations with photo opportunities, time to make an ornament to take home and even a dance in the parlor.
An adult must remain with the child during the event. There is no ticket charge for the accompanying adult, but they will not receive a snack nor do a craft.

Kingsport’s new Customer Information System (CIS) is now live for customers to use. Residents can now pay bills, report issues and access their account information easier than ever before.
Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.
No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.
You can pay bills, report issues, access the customer portal, download the Kingsport Utilities app and access your account information by going to www.kingsporttn.gov/billpay.
To report a non-emergency, please use the new ConnectKingsport app.
ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever.
