| SUBJECT: | Kingsport Police Investigating Fatal Thursday Morning Crash | |||

| GENERAL NARRATIVE | ||||
| On December 22, 2022 at approximately 9:40 AM, the Kingsport Police Department Traffic Unit responded to a motor vehicle collision on West Stone Drive at Lewis Lane in Kingsport. Their subsequent investigation revealed the following:
A black 2021 Kia Sorrento sport utility vehicle, occupied by driver, Roxanne D. Sewell (57), and passenger, Phyllis E. Rappleyea (76), both of Kingsport, was westbound on West Stone Drive approaching Lewis Lane. A maroon, 2006 Toyota Camry 4 door sedan, occupied by driver, Etta E. Fields (79) and passenger, James B. Fields (92), both of Rogersville, was eastbound on West Stone Drive approaching Lewis Lane. Ms. Fields failed to yield the right-of-way and attempted a left turn from West Stone Drive to Lewis Lane, turning her Toyota directly into the path of the Kia, resulting in an angular impact between the two vehicles. Ms. Sewell and Ms. Fields sustained suspected minor injuries that were addressed at the scene. Mr. Fields sustained suspected minor injuries and was transported by Sullivan County EMS to an area hospital for evaluation. Ms. Rappleyea sustained serious injuries and was transported by Sullivan County EMS to an area hospital for emergency medical treatment. Investigators were later notified that she succumbed to her injuries and died approximately one hour later while still hospitalized. Both vehicles sustained disabling damage necessitating that they be towed from the scene. This crash remains under open and active investigation by the K.P.D. Traffic Unit. As such, no further information is available for release at this time. |

Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.
No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.

To report a non-emergency, please use the new ConnectKingsport app.
ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.
