SUBJECT: Pedestrian Killed in West Stone Drive Motor Vehicle Collision
DATE: September 26, 2018

GENERAL NARRATIVE
On September 25, 2018 at approximately 9:45 PM, Kingsport Police Patrol Officers responded to the intersection of West Stone Drive at Lynn Garden Drive in reference to a motor vehicle collision involving a pedestrian. Due to the seriousness of the injuries to the pedestrian, the K.P.D. Traffic Unit was called to the scene to investigate.

Based upon their preliminary assessment, Investigators determined that a black 2014 Ford Fusion compact 4-door sedan, driven by Toni A. Fitzgerald, was westbound on West Stone Drive in the far left lane, and appears to have been traveling lawfully through the intersection. A pedestrian, identified as Tamara J. King, was attempting to cross West Stone Drive in a southbound direction.

Ms. King was struck as she crossed into the path of Ms. Fitzgerald’s vehicle in the traffic lane. She was transported to Holston Valley Medical Center by Sullivan County E.M.S. for emergency medical treatment; however, she succumbed to her injuries and was pronounced deceased shortly after arrival at the hospital. Ms. Fitzgerald was not injured during the incident.

This crash remains under open and active investigation by the K.P.D. Traffic Unit. As such, no additional details are available for release at the present time.

SUBJECT: Kingsport Police and Fire Departments Conducting CPS Checkpoint in Recognition of National Child Passenger Safety Week

GENERAL NARRATIVE
This week, September 23-29, 2018 is National Child Passenger Safety Week. The Kingsport Police Department takes Child Passenger Safety seriously every single day; however, this particular week, Officers will be placing special emphasis on Child Passenger Safety through increased education and enforcement.

Also this week, the Kingsport Police and Fire Departments will be conducting a joint Child Passenger Seat Checkpoint on Thursday, September 27th from 1:00-4:00 PM at Kingsport Fire Station #2, located at 1804 Crescent Drive in Kingsport (near the Civic Auditorium and Dobyns-Bennet High School). The following information is being shared courtesy of the National Highway Traffic Safety Administration (NHTSA), the Tennessee Highway Safety Office (THSO), and our local public safety partners at the Kingsport Fire Department:

Car crashes are a leading cause of death for children 1 to 13 years of age. Many potential injuries and deaths can be prevented by the proper use of car seats, booster seats, and seat belts. Disseminating safety information and car seat instructions to parents, guardians, and caregivers is crucial to saving young lives.

Tips on Child Passenger Safety

· Read the National Safety Council position statement on child restraints, which addresses child passenger safety among multiple modes of transportation.

· Take advantage of car seat safety checks held nationwide during National Child Passenger Safety Week.

· If you’re pregnant, schedule a car seat installation with a certified child passenger safety technician before the child is born.

· Make sure your child is in the proper seat and the seat is installed correctly.

· Children should ride in the back seat at least through age 12.

· If your kids complain about wearing seat belts, don’t negotiate; don’t drive off until they buckle up.

· Always be consistent and wear your seat belt; adult driver safety belt use strongly influences whether your child will buckle up.

· All 50 states require child seats with specific criteria; here is a list of child passenger safety laws by state, but too often, state laws don’t go far enough.

· The life of a car seat is from six to eight years; recalls for child seat manufacturers for the past 10 years can be found here.

· Air bags can save the lives of older children and adults, but they can be potentially fatal for young children if placed directly in front of one.

SUBJECT: Applications Now Being Accepted for a Law Enforcement Career with the Kingsport Police Department (2nd Notice)

There are three weeks remaining to apply for the Kingsport Police Department’s upcoming Fall 2018 Police Applicant Testing session. See previously released information below for details:

The City of Kingsport Human Resources Department is currently accepting applications for the position of Police Officer. The Kingsport Police Department is hoping to hire several new officers out of this application process to fill any existing and upcoming vacancies. Applications are being accepted from September 15, 2018 until no later than October 14, 2018.

Individuals who are interested in a career in law enforcement are encouraged to apply. All applicants must be a United States citizen and either already be at least 21 years of age or be turning 21 by no later than May 1, 2019 (six months after the test date). Applicants are asked to only submit their application once, as weeding out duplicate applications hampers efficiency. All applications must be submitted online using the following link:

Following the October 14th deadline, all applicants will receive a confirmation email, as well as a letter by traditional mail, containing further instructions regarding the upcoming Police Applicant Testing procedures. All applicants will undergo a series of assessments, beginning with a written examination on the morning of Thursday, November 1, 2018. The written examination will be administered at the Civic Auditorium, located at 1550 Fort Henry Drive in Kingsport.

While not an absolute requirement, applicants are strongly encouraged to invest in the Stanard and Associates National Police Officer Selection Test “Online POST Study Guide” and “Online POST Practice Test” to assist them in preparing for this examination. These online study aids are currently priced very reasonably at $5 and $15 respectively and are available for purchase at the following link:

Applicants should take note that the current written examination used for Police Applicant Testing is obtained from a completely different vendor than the City of Kingsport used prior to 2018; therefore, other study guides that may have been recommended in the past and obtained and utilized by applicants to prepare for former tests taken prior to 2018 may not be applicable to the current examination.

Applicants who successfully pass the written examination will advance forward to a physical agility evaluation that same afternoon at 1:00 PM. The physical agility evaluation will consist of a timed one-mile run and a timed roughly one-quarter-mile obstacle course designed to measure fitness, strength, agility, and endurance as related to the duties of a Police Officer.

Applicants are also strongly encouraged to participate in a voluntary practice physical agility evaluation and question and answer session. This session will take place on Thursday, October 25, 2018 at 1:00 PM at Domtar Park, located at 1414 Riverport Road in Kingsport. Individuals must have an application on file and sign a waiver of liability in order to be eligible to participate in this practice session.

Those applicants with the highest combined scores on the written examination and physical agility evaluation will then move forward to a series of interviews, beginning with an interview panel and ultimately an interview with the Chief of Police, to further vet the candidates and determine the final selections. The final selections will also be subject to a medical examination, psychological evaluation, and a thorough background check prior to actual hiring.

The current starting salary for Police Officer Trainee is $15.92 per hour or $33,119 annually. Applicants who are already certified law enforcement officers may be eligible for a salary adjustment to compensate for prior experience if certain criteria are met. Academy training and all essential equipment including uniforms, firearms, body armor, and duty gear are provided by the department. K.P.D. also issues take-home police cruisers to officers meeting specific residency requirements.

Bays Mountain Park Membership Fees Set To Increase

After holding steady for over a quarter century, Park membership fees are set to increase effective January 1, 2019. After much consideration at its August meeting, the Bays Mountain Park Association Board voted to approve the first increase in membership fees since June 1992. While each membership level awards free park entry and a 50% discount on zip line rides (seasonal), the new fees and benefits structure are as follows:

  • Individual – $30.00 Receive up to two passes per public program (planetarium, nature, and barge ride). All tickets subject to availability and weather permitting (for nature, barge ride, and zip line).
  • Family – $50.00 Receive up to six passes per public program. All tickets subject to availability and weather permitting (for nature, barge ride, and zip line).
  • Supporting – $100.00 Receive same benefits as Family level, plus the option to adopt one of our resident animals. If adopting, you’ll receive a certificate of adoption, plus a bio and picture of your chosen animal. All tickets subject to availability and weather permitting (for nature, barge ride, and zip line).
  • Life – $1,000.00 Receive all of the above benefits plus one private summer barge ride. Barge must be reserved in advance and must take place at 6:00 p.m. June through August. All tickets subject to availability and weather permitting (for nature, barge ride, and zip line).

Although it has been 26 years since the last membership fee increase, the decision to raise these prices was not easy. Recently, meeting the commitments and goals of the Bays Mountain Park Association has become increasingly challenging. Those goals include supporting the Park financially in maintaining and operating the Nature Center and programs, including summer day camp. The Association employs two part-time staff to assist in Nature Center operations, and up to eight seasonal employees. The increased fees will help ensure each of these commitments and goals can still be met.

Known as one of the best bargains in Kingsport, it is hoped the new fees will be viewed in the same way. For many, the cost of a Family membership can be met in just two visits when taking advantage of the offered benefits. The support of Park members is even more vital today with many updates still ahead for the Park. The Bays Mountain Park Association Board and Park staff appreciate the community’s support and hope we can continue to enjoy your friendship and support for years to come.

ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.
