Kingsport’s new Customer Information System (CIS) is now live for customers to use. Residents can now pay bills, report issues and access their account information easier than ever before.
Please note – if you pay your bill via bank draft or auto-pay, you will need to re-enroll through the new portal.
No actions are needed if you pay in person, over the phone, by check, or use the drop box or JACK kiosk.
You can pay bills, report issues, access the customer portal, download the Kingsport Utilities app and access your account information by going to www.kingsporttn.gov/billpay.
To report a non-emergency, please use the new ConnectKingsport app.
ConnectKingsport is the app for everything Kingsport! From potholes and damaged street signs to other local issues that need attention, ConnectKingsport makes reporting an issue easier than ever. This app uses GPS to recognize your location and gives you a menu of common quality-of-life conditions to select from. The app also allows you to upload pictures or videos to accompany your request. Residents can track the status of reports they or other members of the community have submitted until the issue is resolved.
You can also use the app to find information about the City of Kingsport with links to the city website, animal services, ongoing events and more. Download the free app today to be a part of making Kingsport a great place to live, work and play!

KMTPO Notices & AnnouncementsThere will be a Public Meeting of the Kingsport Metropolitan Transportation Planning Organization (MTPO) Executive Board on Thursday, February 4, 2021 at 1:30 P.M. In light of the COVID-19 pandemic and pursuant to Executive Order 71 in Tennessee and HB29/30 in Virginia, the meeting will be held electronically with no physical access permitted by the public. Executive Board members are not required to be physically present in one location. Board members attending the meeting by electronic or telephonic means will be counted in the quorum and will be entitled to vote. All votes will be taken by roll call. Copies of the agenda and supporting documentation can be found here. The primary items for this meeting include election of a Vice Chair, adoption of Performance Targets for Tennessee and Virginia, and an update on the Long Range Transportation Plan. Time is also allotted for the Executive Board to receive comments and questions on these or other items pertaining to the Kingsport Metropolitan Transportation Planning Organization. Members of the public can access the meeting by sending an email to MTPO@KingsportTN.gov to request the log in information for the meeting. City of Kingsport Application to TDOT for Grant Funds for Development of the Brickyard Bridge
The City of Kingsport will be holding a public meeting to receive comments and questions from the public concerning the city’s application to the Tennessee Department of Transportation (TDOT) for Transportation Alternatives Program (TAP) grant funds to assist in the development of the “Brickyard Bridge”. The Brickyard Bridge project includes construction of an ADA-compatible bicycle and pedestrian bridge over the CSX Railroad tracks in Downtown Kingsport which will connect to the Brickyard Park development and Martin Luther King Jr Drive. Citizens are encouraged to attend and provide input on this proposed project and grant application.
There will be 2 opportunities to participate.
For comments to be included in the grant application, they must be received by September 18, 2020. Please complete and return the Public Comment Form or e-mail MTPO@KingsportTN.gov.

30 DAY PUBLIC REVIEW/COMMENT PERIOD (JULY 6, 2020 – AUGUST 4, 2020)
The Kingsport Metropolitan Transportation Planning Organization (MTPO) is responsible for long range transportation planning in the Kingsport urbanized area. Before regionally significant transportation projects can be undertaken, they must be included in the MTPO’s Long Range Transportation Plan (LRTP). The LRTP is a 20+ year plan for transportation projects in the Kingsport area. The Kingsport MTPO Executive Board is seeking public comment on amendments to the current 2040 LRTP. Copies of the proposed amendments are available for public review at Kingsport City Hall, the Kingsport Public Library, and the Kingsport MTPO office, and can be viewed HERE. Comments received about the amendments will be considered by the MTPO Executive Board prior to final approval. Comments may be sent to MTPO@KingsportTN.gov by 5:00 pm (Eastern Time) on August 4, 2020. Comments can also be made at the MTPO Executive Board meeting on August 6, 2020 at 1:30 pm.
