How do I request annexation?
If you’re interested in requesting annexation into the City of Kingsport, you can begin by completing the Annexation Petition Application. For assistance or additional information, please contact Ken Weems via phone at (423) 229-9368.
Once your application is submitted, the planning division will conduct a feasibility study to assess the proposed annexation.
All annexations are required to be reviewed by the Kingsport Regional Planning Commission and by The Board of Mayor and Alderman before approval.
Please note that upon annexation, the property will be rezoned to the City’s zoning regulations.
How do I subdivide my property?
To subdivide your property, you will need to have a subdivision plat prepared by a Tennessee Registered Land Surveyor.
The City of Kingsport Subdivisions Regulations govern the division and redivision of land within both the City limits and the Urban Growth Boundary. These regulations ensure that all subdivisions comply with the City’s construction standards, as well as requirements for platting and replating.

To submit a plat, please use the ETrackit system. This online portal allows you to easily submit and track your plat.

To accurately determine your property lines, you will need to have your property surveyed by a licensed land surveyor.
How do I apply for a zoning letter and what information is needed?
You can apply for a zoning letters two ways:
- by emailing your request to LoriPyatte@KingsportTN.gov
- or by mailing your request to Planning Department 415 Broad St 2nd Floor, Kingsport, TN 37660
Zoning Letters are $25.00. Also, a technology fee of $7.00 will be applied to all projects. You can make payments online, in person, and by mailing in a check with letter.
Your request must include:
- Your name and phone number
- The recipient’s named and mailing address for the letter
- The legal municipal address and legal description of the property
A clear statement of specific information you need, such as
- The current zoning of the property
- The address of the property in question
- Whether a specific use has been approved for the property
- The parking requirements are for a specific use
- Any other questions related to zoning
