Join us for a fun time at Borden Park! The city is hosting a ribbon cutting and dedication for the new playground and two picnic shelters on July 10th at 10:30 a.m.
The new picnic shelters were completed by the Rotary Club of Kingsport as a centennial project.
The recently completed playground features a tree-house structure with climbers, slides, poles and a rock wall. Eight new swings and a special three-person swing complete the list of new equipment.
Through the Project Diabetes Grant from the Tennessee Department of Health, along with funds from the city, this is the second round of improvements to be completed at Borden Park. The last phase will be completed in 2019, with more new playground equipment being installed.

The Kingsport Carousel is 3 years old and you’re invited to the birthday party! To celebrate the Carousel’s birthday, all rides will be free on Saturday, July 7th. Enjoy rock and face painting, games, live music and more!
The Carousel will be open for free rides on Saturday, July 7th beginning at 10:00 a.m. Come early and pick up your favorite produce or baked goods from the Kingsport Farmers Market which will be open from 7:00 a.m. – 1:00 p.m. The free cooking demo series, Saturdays with the Chef, will begin at 9:00 a.m. with free samples and recipes. Hear live music at 10:30 a.m. presented by Pickin’ Porch, and get an icy treat from Kona Ice.
For those who pre-ordered the limited edition carousel coloring book, Ups and Downs of the Merry-Go-Round, author BB Joyner and illustrator Joe Pilkenton will be at the event to sign copies of the book. All books will be available for pick up at the carousel during the birthday party.
Participants of Dawn Whitelaw’s Outdoor Painting Workshop will be set up at the carousel to paint the vibrant scene of the carousel birthday party. Watch them practice “plein air” painting while you shop for local produce, catch a free ride on the carousel and play a game of giant checkers.

The Kingsport Carousel is a volunteer-led project completed in 2015. Over 300 volunteers worked over 5 years to hand-carve and hand-paint platform and sweep animals for the working 1956 vintage Herschell carousel. Since opening in July 2015 the Carousel has hosted over 225,000 riders. The Carousel is open to the public year-round and all rides are $1. Private parties and Birthday parties start at $100 and can be booked by calling 423-392-8414.

Love Where You Live
The Housing Workgroup from the ONEKingsport Community Summit, led by former mayor Jeanette Blazier, focused on the creation of strong neighborhoods. One recommendation to facilitate this accomplishment was the creation of a Neighborhood Commission. The Neighborhood Commission is composed of twelve Kingsport citizens who will advise on and promote initiatives to strengthen neighborhoods and, as needed, provide input to the Board of Mayor and Alderman on the impact of various programs to neighborhoods.
Neighborhoods are the core of a city, and Kingsport’s are rich with character and tradition. People who live in a city want to see it flourish and are willing to be engaged in positive quality-of-life improvements. Through the neighborhood commission, the city and its citizens can build stronger neighborhoods and increase engagement with the city.
- Representatives from city neighborhoods serve as municipal liaisons.
- Provide neighborhoods with a strong link to the city and the tools to measure health and stability.
- Identify best practices, share success stories, remove roadblocks, and provide a venue for neighborhoods to connect for collaboration.
- Serve as a neighborhood advocate with the city to help resolve municipal problems and provide feedback to neighborhoods.
- Help define responsibilities, coordinate communications and serve as a neighborhood advocate.
- Provide guidance and coaching to individual neighborhoods.
- Create strong alliance between city and neighborhood.

The Riverfront has a rich history in the development of Kingsport. A recent resurgence in the area has sparked interest in a potential BLUEWAY to complement our GREENBELT.
- River Recreation is an economic driver – a recent TVA study has shown that 1 mile of shoreline = $1 Million in economic impact
- Outdoor recreation participants in TN spend $21.6 billion annually on watersports (kayaking, stand-up paddling, rafting, canoeing, and motorized boating)
- Rethinking Riverfront Park with added Destination Play Areas, Bank Improvements and River Views
- Development of Kingsport Landing Park (at the roundabout) for Active play areas, Views and River Access as well as Summer Festivals and Events
- Upstream Improvements to Tilthammer Shoals area for a new Whitewater Park Area
- Completion of Riverbend Park with connecting Trails, Fishing Pier and Passive Recreation
- Additional Boat Ramps, Bridge and Access points to the River at Domtar Park
- Navigational Improvements at the existing Weir Dam near Eastman Water Intake
- Explore the possibility of Pedestrian Lighting along sections of the Riverfront Encouraging Commercial Investment
