UPDATE: The Information Technology Department has cancelled Fridays maintenance on the computer system due to the threat of inclement weather.
This maintenance has been rescheduled for next Friday, January 29th from 8:00 am to 9:00 am.
On Friday, January 29nd from approximately 8:00 am to 9:00 am, the Citys main computer system (IBM AS/400) will be temporarily out of service for maintenance. This will affect many areas of the City including the Customer Service Center at City Hall, the Citys website GovNow, the Citys Automated Phone Payment System (IVR), and Building Permits, to name a few.
The Citys Information Technology Department will be working quickly in order to have the system back online as soon as possible. While the downtime is estimated to be only one hour, it may be longer.
During this downtime, the Citys Customer Service Center at City Hall will continue operations.‚ However, services will be limited until the computer system is back online. The Customer Service Center will continue to accept payments from customers for property taxes, utility accounts and other payment types, but will only be able to issue handwritten receipts.
Customers coming to City Hall to make payments during this brief period of time are asked to make sure to bring a copy of their utility, tax or other statement so account information can be properly referenced on their handwritten receipt. Once the computer system is back online, all payments will be properly keyed and entered into the customers accounts.
We appreciate our citizens and customers cooperation and patience during this time and apologize for any inconvenience.

KINGSPORT – Due to inclement winter weather and hazardous roadway conditions, Kingsport City Court has been canceled today, Wednesday, January 20, 2016. Anyone with a case scheduled for today is instructed to call the Kingsport Police Departments City Court Clerk at 423-229-9428 to reschedule their case for a later date.
KINGSPORT – Kingsport Board of Mayor and Alderman returned $1.1 million to the General Fund, which represents an increase of approximately 9.5% over FY14 ending balance.
In addition, the City received a clean and unmodified opinion on the Fiscal Year 2015 Comprehensive Annual Financial Report or CAFR, the highest opinion a CPA firm can issue. A CAFR is a detailed review of city government including schools from a financial perspective. It covers thirty-six separate funds and all manner of financial issues from debt to assets.
The FY2015 audit, which Audit Committee chair and Vice Mayor Mike McIntire called, exceptional in that this was the 17th year with a clean report for the City.
Only one deficiency was noted in the audit, down from two last year. It is a material weakness noting the city was not closing capital projects fast enough after completion.
McIntire stated, The BMA has already taken action to improve our performance in this area by hiring a project manager to help oversee our many capital projects. We also anticipate having a timeframe for closing projects after substantial completion.
CAFR includes a copy of the Certificate of Achievement for Excellence in Financial Reporting awarded for the FY2014 CAFR. This is the fifteen-straight year that our staff has received this award from the Government Finance Officers Association, and makes the city one of only a select few government organizations to receive this prestigious award.
Our staff deserves a tremendous amount of praise, because they are doing an excellent job managing their departments and projects to ensure our City stays in a strong financial position, said City Manager Jeff Fleming.
