KINGSPORT – There will be a water outage on Wednesday, April 13, 2016 to repair a water line along Clyce Street near Brookhaven Drive. Customers in the area will be without water service between 8:30 am and 11:30 am. The affected customers will be receiving a call-out notification.
KINGSPORT – The upper lane of Foothills Drive will be closed April 12 through April 21 for sewer line construction. The construction will occur from 8:00 am ‚¬ 5:00 pm. Detour signs will be posted and drivers should use the utmost caution when driving around this area and through the detour route.

KINGSPORT – The Communications Specialists, also known as Dispatchers, of Kingsport Central Dispatch, are being honored during National Public Safety Telecommunicators Week (NPSTW), which takes place during the week of April 10 through 16, 2016.‚ Communications Specialists are the calm voice on the phone whenever a citizen calls 9-1-1 to report an emergency.‚ Kingsport Central Dispatch operates out of the newly constructed Kingsport Emergency Communications Center, located in Downtown Kingsport.
The Communications Specialists in Kingsport Central Dispatch process roughly a quarter of a million telephone calls annually. Approximately twenty percent (50,000) of these calls are emergency calls to 9-1-1. ‚ Although a division of the Kingsport Police Department, Kingsport Central Dispatch also provides services for the Kingsport Fire Department, Sullivan County E.M.S., Kingsport Life Saving Crew, and other city departments and functions.
Every year during the second week of April, telecommunications personnel in the public safety community are honored. ‚ This week-long event was originally created in 1981 by Patricia Anderson of the Contra Costa County Sheriffs Office in California.‚ Her goal was to set aside a time to celebrate and thank these individuals who dedicate their lives to serving the public, and make people aware of their hard work and dedication.
In connection with NPSTW, the Kingsport Police Department is also pleased to announce the appointment of Lieutenant Steve Hammonds as the new Executive Director of Kingsport 9-1-1.‚ Lt. Hammonds received his Bachelor of Science in Organizational Management from Tusculum University.‚ He initially joined the Kingsport Police Department in 1994 as a Corrections Officer, and he was sworn in as a Police Officer the following year.
Throughout his career at the Kingsport Police Department Lt. Hammonds has served in Patrol, Community Police, Community Relations, Training, and Criminal Investigations.‚ He has fulfilled a wide variety of specialized roles including Accreditation Manager, Domestic Violence Investigator, D.A.R.E. Instructor, and S.W.A.T. Operator.‚ He has also served as an Agent assigned to the 2nd Judicial Drug Task Force.‚ He was promoted to Lieutenant early this month and appointed as 9-1-1 Director upon the retirement of former Director, Lt. Jerry Mowl.

KINGSPORT – KATS will be hosting their April Showers & Umbrellas promotion in the month of April, offering multiple chances for both bus and Dial-a-Ride ADA/65 van passengers to win a bright green KATS umbrella!
Bus passengers may come into the station each day they ride from April 1-April 15 and submit their name and phone number at the KATS transit station, located at 109 Clay Street. One entry per passenger per day will be accepted. For all Dial-A-Ride van passengers, your name will also be submitted each day that you take a trip on the days of April 15-April 29.
Twenty five umbrellas will be given out in total! We will draw a lucky winner each business day for 21 days. KINGSPORT – The City of Kingsport Human Resources Department is currently accepting applications for the position of Police Officer, and only one week remains to apply. Applications will be accepted beginning February 13, 2016 until April 3, 2016. Individuals 18 years of age or older who are interested in a career in law enforcement are encouraged to apply. Following the April 3rd deadline, all applicants will receive a confirmation email as well as a letter by traditional mail containing further instructions regarding the upcoming police applicant testing procedures. Applicants who successfully pass the written examination will advance forward to a physical agility evaluation and ultimately to a series of interviews.
The Kingsport Police Department is hoping to hire at least ten (10) new officers out of this testing process to fill current and pending vacancies.
The current starting salary for Police Officer Trainee is $15.45 per hour or $32,148 annually. Applicants who are already certified law enforcement officers may be eligible for a salary adjustment to compensate for prior experience if certain criteria are met. Academy training and all essential equipment including uniforms, firearms, body armor, and duty gear are provided by the department. K.P.D. also issues take-home police cruisers to officers meeting specific residency requirements.

KINGSPORT – On March 16, 2016 at approximately 8:45 PM, John W. Pless was reported as a missing person to the Kingsport Police Department by his wife.‚ Mr. Pless has recently been experiencing memory issues consistent with the early stages of dementia; therefore, for the purposes of this investigation, he is being considered endangered.
Mrs. Pless stated that on March 16, 2016 at approximately 5:00 PM, her vehicle broke down.‚ She called her husband at home and asked him to come to assist her.‚ She said that while she was waiting for him, she observed his vehicle entering Interstate 26, headed toward Virginia.‚ She was eventually able to get her vehicle started and return home to their residence on Osage Drive in Kingsport, but Mr. Pless has not been seen or heard from since.
He is described as a 56 year old white male, standing 5 feet 9 inches tall and weighing 170 pounds.‚ He has gray hair and green eyes and is of average build.‚ He has a mustache and wears glasses.‚ Mr. Pless was last seen wearing a black thermal shirt and blue jeans.
He drives a 2004 red Chevrolet Colorado mid-size pickup truck displaying Tennessee license plate V72-91V.‚ Until recently, he has been employed by Joy Global in Duffield, Virginia, so the possibility exists that if he were to have become confused, driving toward the Southwest Virginia area would be familiar to him.
A recent photo of Mr. Pless and a stock photo of a pickup similar to his have been included in this release.‚ Anyone who sees him or his vehicle, or who may have any information which would help with this investigation and/or his location is asked to immediately contact Detectives in the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111.
Mr. Pless is listed in N.C.I.C. nationwide as a missing endangered person, so if he is spotted outside of Kingsport, any law enforcement agency can be notified.‚ Anyone who sees him is asked to please make every effort to keep him in sight until officials arrive on scene and make contact with him.

KINGSPORT – On March 23, 2016, the seven Post-Summit Workgroups will present their big ideas and recommendations to the Board of Mayor and Alderman of Kingsport. The workgroups include Arts & Entertainment, Destination City Investments, Downtown Revitalization, Housing, Higher Education Innovation, Health & Wellness and Job Creation & Entrepreneurship.‚ Collectively, they have held over 100 meetings and volunteered countless hours over the last four months to formulate recommendations for the BMAs consideration.
