SUBJECT: | K.P.D. Searching for Two Additional Suspects in Sunday Afternoon Pharmacy Robbery | ||

GENERAL NARRATIVE | |||
Two additional suspects have been implicated in the Sunday afternoon robbery of CVS Pharmacy, located at 128 West Stone Drive in Kingsport. Kingsport Police Detectives have obtained warrants charging William Daniel Sams and Stephen Alan Wright with Aggravated Robbery. Christopher J. Fox has already been arrested for Aggravated Robbery in this incident.
During the investigation, Detectives determined that immediately following the robbery, Mr. Fox entered the back seat of a vehicle and fled the scene. The getaway vehicle was also occupied by Mr. Sams and Mr. Wright. Further inquiry has confirmed that all three individuals were involved in the robbery. Mr. Sams and Mr. Wright are still at large. Photos of these two wanted suspects are included in this release. Anyone who may know where they can be located is asked to contact Detectives in the K.P.D. Detectives developed Christopher J. Fox as a suspect in the Sunday afternoon robbery of CVS Pharmacy. On May 4, 2015 at approximately 4:00 PM, Mr. Fox was arrested at his residence for Aggravated Robbery and transported to the Kingsport City Jail. He currently remains incarcerated awaiting arraignment. Some of the stolen property has been recovered. This incident remains under investigation. As previously released: On May 3, 2015 at approximately 3:25 PM, Kingsport Police Patrol Officers and Detectives responded to an armed robbery of CVS Pharmacy, located at 128 West Stone Drive in Kingsport. During the subsequent investigation they learned that an unknown white male suspect had entered the store and approached the pharmacy counter. He presented a note which claimed that he was armed and demanded specific prescription medication. The pharmacy personnel complied with the suspect’s demands, and he fled the scene with an undisclosed type and quantity of prescription medication. Photographs of the suspect captured on surveillance video are included in this release. Anyone who recognizes him, or who may have any additional information which may help solve this case, is asked to contact Detectives in the K.P.D. KINGSPORT – During the last week of April 2015, the Kingsport Police Departments K-9 Unit traveled to Loudon County, TN to compete in the United States Police Canine Association (USPCA) Region 8 K-9 Trials.‚ This event is a certification and competition that includes all K-9 Units throughout East Tennessee.
K.P.D.s K-9 Unit is comprised of four K-9 Teams with each team consisting of a dog and its handler.‚ All of K.P.D.s dogs are considered dual purpose dogs, meaning that they are trained in both general patrol duties as well as detection.‚ Three of the dogs are trained to detect narcotics, while the fourth dog is trained to detect explosives.
While one of the oldest K-9 Units in the State of Tennessee, two of K.P.D.s current dogs, Nim and Reko, are rookies with each only having five months of law enforcement service.‚ This fact makes their accomplishments at this years K-9 Trials even more impressive.
In the Patrol Dog category, all four K-9 Teams earned National points, qualifying for the upcoming National USPCA K-9 Trials in Illinois.‚ A team must earn a minimum 0f 560 points out of a possible 700 points to qualify.‚ All four K.P.D. K-9 Teams earned well over 600 points.
Officer Billy Boyd and K-9 Reko earned Top Dog honors, finishing first place in the Patrol Dog category.‚ This team won first place in obedience, agility, and apprehension and second place in article search and suspect box search.‚ Officer Boyd and Reko also won the Guzman Award which goes to the team with the top combined score for obedience and apprehension.‚ Again, Reko is brand new to police work with only five months of service.
Officer Ken Jackson and K-9 Roi finished second place in the Patrol Dog category, earning second place in apprehension and third place in agility and article search.
Officer Brian Taylor and K-9 Axyl finished fourth place in the Patrol Dog category.‚ Axyls performance is extremely impressive considering he is nearly nine years old which is senior for any dog, but extremely old for a working police dog.
In the Detector Dog category, all four K.P.D. K-9 Teams certified in their respective odor detection (narcotics or explosives), scoring over 190 out of a possible 200 points.
Officer David Johnson and K-9 Nim finished third place in the Detector Dog category.‚ Again, Nim is brand new to police work with only five months of service.
All four of K.P.D.s K-9 Teams certified in tracking; however, that event was not scored for ranking, because K.P.D.s dogs were the only dogs at the trial that attempted the tracking discipline.
Chief of Police David Quillin, who is also a former K-9 handler, offered the following comments:‚ The Kingsport Police Department is extremely proud of its K-9 Unit.‚ Being a K-9 handler is a full-time job, both on and off duty, and takes a level of dedication that meets or exceeds that of almost any other assignment in law enforcement.‚ The officers involved in their training and handling are commended for their efforts and performance at the Region 8 Trials.
K.P.D. would also like to recognize Lieutenant Randall Gore and Sergeant Kevin Hite for their active involvement in the supervision, selection, training, and preparation of the K.P.D. K-9 Unit for the Region 8 Trials and for their daily duties in the field.

In recognition of National Police Week and Peace Officers Memorial Day, on Monday, May 11, 2015 East Coast Wings, located at 2637 East Stone Drive in Kingsport, will be holding a benefit for Kingsport Police Officer Jamal Phelps. Officer Phelps recently suffered a debilitating stroke, leaving him with substantial medical expenses and unable to perform his duties as a police officer. East Coast Wings will be donating ten percent of all sales on May 11th to Jamal to be used toward his ongoing medical treatment and expenses. Please save the date and visit East Coast Wings on May 11th to enjoy a great meal for an outstanding cause. Additional ways to donate, as well as more information on Officer Phelps, are highlighted in an earlier news release copied below.
As previously released: On April 9, 2015 at 6:30 PM, the Kingsport Police Department Patrol Division’s First Platoon reported for roll call just like any other night, only on that particular night, one officer was missing. Officer Jamal Phelps had failed to report to work. Finding this extremely out of character for Jamal, his supervisors and fellow officers tried several times to call him with no response. They soon went to his apartment where they found him on the floor, completely incapacitated by a massive stroke caused by a blood clot in his brain. Jamal was rushed to Holston Valley Medical Center and then transferred later that evening to the University of Tennessee Medical Center in Knoxville. Jamal’s stroke has left the entire left side of his body paralyzed. He has already undergone three major medical procedures since arriving at U.T. Medical Center. He is originally from Chicago, Illinois and will soon be transferred to another facility in that area, close to his family, where he will likely require ongoing treatment and extensive rehabilitation for years to come. Life as he knows it will be forever changed, and his current and future medical expenses will be unfathomable. Several individuals have contacted the department asking how they can go about making a monetary donation to help offset some of Jamal’s medical expenses. Two avenues have now been established for anyone wishing to make donations. 1) Donations may be made in person to the “Jamal Phelps Fund” at the First Kingsport Credit Union, located at 408 Clay Street in Kingsport. 2) Donations may be made electronically to the “Jamal Phelps Assistance Fund” by visiting the following link: http://www.GoFundMe.com/JamalPhelps. A t-shirt has been designed to honor Officer Phelps, and those will be available for purchase by the public. The shirts will sell for $20 with all proceeds going to his benefit fund. Anyone who wishes to purchase a shirt needs to bring $20 in cash to the Records window at the Kingsport Justice Center. An order will be placed each Friday as long as there is demand, and the shirts will be available for pick-up on the following Monday. Jamal is only 34 years old. He was sworn in as a Kingsport Police Officer on March 24, 2014 and reported to the Walters State Regional Law Enforcement Academy in Greeneville, TN shortly thereafter. The photograph of Jamal included in this release was taken at his graduation where he was presented with the “Outstanding Achievement Award” recognizing his performance as the most outstanding officer in the class. He returned to Kingsport, successfully completed his field training, and has been policing Kingsport’s streets solo for about six months. Jamal originally arrived in this area in 2004 after receiving a track scholarship to Milligan College. He graduated from Milligan in 2009 with a Bachelor of Science degree in Business Administration. He is a faithful member of Holy Mountain Baptist Church in Kingsport where he has been extremely active in the children’s ministry. While attending Holy Mountain Baptist Church he met a fellow member who is a veteran Kingsport Police Officer, and the two eventually became good friends. The officer went on to recruit Jamal into a law enforcement career at the Kingsport Police Department. Chief David Quillin had this to say: “Although his career at the Kingsport Police Department was cut short, Jamal took an oath to protect and serve the citizens of Kingsport. I, as well as all of his fellow officers, are keeping him ever present in our thoughts and prayers and will always consider him a part of our family here at K.P.D. The men and women of K.P.D. also owe a huge debt of gratitude to the Knoxville Police Department for treating Jamal like one of their own and arranging for lodging and transportation for his family during his stay at the U.T.
