GENERAL NARRATIVE |
On September 11, 2014 a female resident on Pendleton Street in Kingsport hired Douglas L. Salyer to complete some mechanical work on her 1999 Mitsubishi Eclipse. She stated that Mr. Salyer came to her house and worked on the vehicle on Saturday, September 13, but he returned the following day and mysteriously drove off in the vehicle, never to return. The vehicle itself has a value of approximately $3,000; however, at the time it was stolen, it also contained approximately $500 worth of tools and stereo equipment belonging to the victim.
The vehicle was located and recovered in the parking lot of Price Less Foods in Weber City, Virginia on Wednesday, September 17 by the Scott County Sheriff’s Office; however, the additional personal property had been removed from the vehicle. K.P.D. Detectives have obtained a warrant for his arrest, charging him with theft over $1,000. He is also wanted on a separate outstanding warrant out of Sullivan County for a violation of probation based on a previous conviction for burglary and a litany of other charges. Neither the victim nor K.P.D. Detectives have been able to locate Mr. Salyer since the date of the theft. He is described as a 36 year old white male, approximately 5 feet, 11 inches in height, weighing approximately 180 pounds, with brown hair and brown eyes. He has numerous tattoos on his arms and chest. His last known address was 4070 Stanley Valley Road in Surgoinsville. Detectives are asking anyone who knows Mr. Salyer’s whereabouts to contact them in the K.P.D. Criminal Investigations Division at 423-229-9429 or Kingsport Central Dispatch at 423-246-9111. |

On July 31, 2014 Kingsport Police Patrol Officers were called to Old Navy, located at 2626 East Stone Drive in the Kingsport Pavilion Shopping Center. The responding officers spoke with a 16 year old female juvenile. She stated that while she was trying on clothes in the dressing room, a white male suspect stuck his foot under the door, and she noticed that he had a camera affixed to his boot.
The suspect left the store prior to police arrival; however, witnesses were able to provide a detailed description of him and his vehicle, complete with a license plate number. Further investigation by K.P.D. Detectives revealed the identity of the suspect as Bradley Justin Wallen of Rogersville, and a warrant was obtained for his arrest charging him with the crime of Observation without Consent. On September 18, 2014, at approximately 10:30 AM, K.P.D. Detectives located Mr. Wallen at his residence at 737 Mountain View Road in Rogersville. He was arrested without incident and transported to the Kingsport City Jail, where he was confined pending a $750 bond. |

On September 7, 2014 the Kingsport Police Department was alerted to an incident of embezzlement by an employee of Frank Theaters, located inside the Kingsport Town Center at 2101 Fort Henry Drive in Kingsport. Officers spoke with an assistant manager who reported that when he opened the theater that morning he discovered that approximately $3,000 was missing from the safe. Further investigation revealed that two deposits, totaling an additional $3,000, had never been delivered to the bank. The theater’s general manager, Ashley M. Carroll, had closed the business the night before and was responsible for the deposits, so she was quickly developed as the suspect.
K.P.D. Detectives have been searching for Ms. Carroll since this investigation began, but they have been unable to locate her, concluding that she has absconded with the missing $6,000. A warrant has been obtained for her arrest, charging her with Theft over $1,000. Ms. Carroll is a 39 year old white female with brown hair and brown eyes. She is 5 feet, 4 inches in height and weighs approximately 140 pounds. Her last known address was 1612 Blackmore Street in Kingsport.
