GENERAL NARRATIVE |
On July 22, 2014 at approximately 11:00 AM a driver parked a delivery van outside of the Roadrunner Market located at 120 West Stone Drive in Kingsport. When the driver returned to the van after making his delivery, he noticed that someone had rummaged through the interior. A small amount of money and a computer printer had been stolen.
Witnesses and surveillance video confirmed that as the driver left the van, a silver 4-door sedan with a glass moon roof pulled alongside it. The sedan was occupied by a white female driver and a white male passenger. The passenger got out of the sedan and entered the delivery van. The suspects then fled the scene in the sedan. The trunk lid of the sedan was slightly ajar due to several large items inside the trunk preventing it from fully closing. Based on their investigation, detectives believe the trunk contained additional stolen property taken in a separate unrelated incident at another location in Kingsport. A photo of the suspect vehicle is included in this release. A clip from the surveillance video has been made available for viewing on the K.P.D. YouTube channel via the link below: Anyone who recognizes this sedan and knows who was operating it on the day of this incident is asked to contact the K.P.D. Criminal Investigations Division at 423-229-9429 or Kingsport Central Dispatch at 423-246-9111. |

GENERAL NARRATIVE |
As previously released by the Kingsport Police Department, on June 9, 2014 at approximately 2:00 PM, Kingsport Police Patrol and Traffic Units responded to Interstate 81 at Mile Marker 64.8 in reference to a single vehicle crash. Their subsequent investigation revealed the following:
A red 1992 Geo Tracker was northbound on Interstate 81 at mile marker 64.8. The vehicle was occupied by driver, James C. Hoover, and front seat passenger, Jackson David Meadows. For unknown reasons, the vehicle veered off the left side of the roadway into the median. In an attempt to return the vehicle to the traffic lane, Mr. Hoover appeared to have overcorrected, sending the vehicle into a yaw. The vehicle spun sideways in the traffic lanes and then rolled repeatedly down the interstate. Mr. Hoover was not wearing his seatbelt and was ejected from the vehicle. Mr. Meadows was not wearing his seatbelt either; however, according to witnesses, he was not ejected and crawled out of the vehicle under his own power immediately following the crash. Mr. Meadows received non-life threatening injuries and was transported to Holston Valley Medical Center by Sullivan County E.M.S. Mr. Hoover sustained critical, life threatening, injuries and was transported to Holston Valley Medical Center by Wellmont One helicopter. Mr. Hoover succumbed to his injuries and died at 3:59 PM after his arrival at Holston Valley Medical Center. This crash investigation has remained open by the K.P.D. Traffic Unit pending toxicology results. On August 7, 2014, the Tennessee Bureau of Investigation’s Crime Laboratory submitted the toxicology results revealing that Mr. Hoover had a blood alcohol content of 0.26 at the time of the crash. As Mr. Hoover’s blood alcohol content was over three times the legal limit, driving under the influence has been determined to be the most significant contributing factor in the crash. |
