Reminder: There is still plenty of time left to participate in the Kingsport Police Department’s 2020 Citizen Survey. The survey will be available online until the end of February. To take the survey, please visit:
https://www.KingsportTN.gov/Police-Department/Citizen-Survey As previously released: Throughout the month of February 2020, the Kingsport Police Department will be conducting a citizen survey as part of the accreditation process. K.P.D. is internationally accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA). K.P.D. was first accredited through CALEA in 1992. The department has maintained accreditation now for over 25 consecutive years, being reaccredited in 1997, 2002, 2005, 2008, 2011, 2014, and 2017. The benefits of CALEA accreditation include greater accountability within the agency, reduced risk and liability exposure, stronger defense against civil litigation, staunch support from government officials, and increased community advocacy. CALEA requires that an accredited agency must be in compliance with nearly 500 individual professional standards. One such standard requires that the agency conduct a documented survey of citizen attitudes and opinions at least once every two (2) years. The survey is designed to be used as a platform for organizational learning, asking specific questions about the quality of policing in the community. The survey questions are constructed so as to gauge citizen feedback with respect to: 1) Overall agency performance, 2) Overall competence of agency employees, 3) Citizens’ perception of officers’ attitudes and behavior, 4) Community concern over safety and security within the agency’s service area, and 5) Citizens’ recommendations and suggestions for improvements. Update: Krysten Atkins has been located safe. Joshua Erdely, Steven McGovern, and Rain “Knowledge” Hall are still considered missing juveniles.
As previously released: The Kingsport Police Department is requesting assistance from the public in locating four missing juveniles. These individuals have been reported missing to the Kingsport Police Department over the past few months in completely unrelated cases. It is important to note that foul play is not suspected in any of the four cases. Joshua Erdely is a 16 year old white male juvenile. He is 5 feet 1 inch in height and weighs 100 pounds. He has blondish hair and brown eyes. He was last seen on November 21, 2019. Krysten Atkins is a 16 year old white female juvenile. Her height, weight, hair color, and eye color were not provided. She was last seen on January 14, 2020. Steven McGovern is a 14 year old white male juvenile. He is 5 feet 8 inches in height and weighs 145 pounds. He has blonde hair and blue eyes. He was last seen on January 30, 2020. Rain “Knowledge” Hall is a 14 year old black male juvenile. He is 5 feet 1 inch in height and weighs 100 pounds. He has black hair (styled in dreadlocks) and brown eyes. He was last seen on January 31, 2020. Anyone with any information regarding the current whereabouts of any of these four missing juveniles is asked to contact the K.P.D. Criminal Investigations Division at 423-229-9429 or call Kingsport Central Dispatch at 423-246-9111. GENERAL NARRATIVE | |||
On January 13, 2020 an individual reported to the Kingsport Police Department that his credit card account had been compromised. The victim’s card had been used to make multiple in-person purchases at several local businesses. His original card was still in his possession, so it is believed that his card had somehow been cloned.
Three charges had been placed at the Valero gas station and convenience store, located at 817 Lynn Garden Drive, one charge was placed at Tri-Cities Tobacco Wholesale, located at 700 West Sullivan Street, one charge was placed at Dollar General, located at 704 Lynn Garden Drive, and one charge was placed at Dairy Queen, located at 819 Lynn Garden Drive. What appears to be a white male adult suspect was captured on store surveillance video during at least two of these transactions. A photo taken from some of that footage has been included in this release. A short clip of some of that footage has also been made available for viewing on the K.P.D.
