Per their website: “Aftermath Services is the premier provider of trauma cleaning and biohazard remediation. For over 20 years, we have provided professional and compassionate services to more than 18,000 families, communities, and businesses after traumatic events. We believe that our customers deserve the highest quality service while being treated with dignity and respect.”

Regarding their grant, they state: “The Aftermath K9 Grant was founded to showcase, support, and reward the unique contributions made by law enforcement and their K9 units across the country. Indirectly, the K9 Grant raises safety awareness and community kinship throughout the neighborhoods that Aftermath and our law enforcement partners proudly serve.”

This year, the Aftermath K9 Grant will award a total of $16,500 in grants that can be used to further established K9 units or to create brand new ones. Communities nationwide will determine the top eight award recipients through popular vote.

  • $5,000 – 1st place grant recipient
  • $4,000 – 2nd place grant recipient
  • $3,000 – 3rd place grant recipient
  • $2,000 – 4th place grant recipient
  • $1,000 – 5th place grant recipient
  • $500 – 6th to 8th place grant recipients

The voting period begins on October 18th and concludes on November 2nd. Anyone in the community – whether you are a citizen, a student, a local business representative, or a fellow officer – can vote to support the K.P.D. K9 Unit!

Please don’t just vote once and forget about us. After you vote the first time, keep going back and voting again and again. There are two ways to vote:

Kingsport Farmers Market Holds 1st Annual Fall Festival

The Kingsport Farmers Market will hold its 1st Annual Fall Festival on October 20, 2018, 8 a.m. to 12 p.m. at the Kingsport Farmers Market.  Along with your favorite vendors, we will be celebrating the fall harvest with live music, kids’ activities and more.  Food City will have their smoker on site, and they will also be sponsoring a caramel apple bar where you can create your own flavor combinations while supplies last.

Come check out the sculpted pumpkins on display from Bortz Graphics and learn carving techniques for your own pumpkins as they conduct demonstrations!  Don’t forget to bring your own carved or decorated pumpkin to enter in our contest!

As we think of fall and setting back our clocks, we should also think about checking our smoke detectors.  Keep Kingsport Beautiful and the Kingsport Fire Department will be at the Fall Festival from 9 a.m. to 12 p.m. distributing smoke alarm batteries to Kingsport citizens, which are provided by the 2018 Duracell/Keep America Beautiful 9V Battery Grant Program.

SUBJECT: Man Wanted for Attempted Second Degree Murder Following Stabbing Incident

GENERAL NARRATIVE
On October 15, 2018 at approximately 1:30 AM Kingsport Police Patrol Officers and Detectives were dispatched to a stabbing incident at Dogwood Terrace Apartments, located at 1921 Bowater Drive in Kingsport. Responding Officers located a 19 year old black male victim with a life-threatening stab wound. He was transported to an area medical facility for emergency treatment and remains hospitalized in stable condition.

The resultant investigation revealed that the victim was stabbed during a physical altercation by Darius D. Woodbury, who then fled the scene prior to police arrival. Detectives obtained a warrant charging Mr. Woodbury with Attempted Second Degree Murder. As a result of his involvement in this incident, he is also wanted on a separate warrant for Violation of Probation.

As of the time of this release, Mr. Woodbury remains at large. He is a 24 year old black male adult, standing 6 feet tall and weighing 200 pounds, with black hair and brown eyes. Based on this current incident as well as past violent behavior, he should be considered armed and dangerous. A photograph of Mr. Woodbury is attached.

SUBJECT: Second Suspect Charged in April 2018 Stapleton Drive Homicide Investigation

GENERAL NARRATIVE
The investigation into the murder of Timothy L. Gilliam has been active and ongoing by the K.P.D. Criminal Investigations Division since the time it occurred in April 2018. As a result of that investigation, in addition to Corey Lee Moore’s initial arrest for First Degree Murder, a second suspect has now been charged and is in custody.

Chandryia L. White was with Mr. Moore at the time of his arrest on April 21, 2018 at Model City Apartments and was found to be in possession of marijuana. She was also determined to be Mr. Moore’s girlfriend. She was interviewed by K.P.D. Detectives at the time regarding her knowledge of the homicide. During that interview, she gave false statements to law enforcement.

Further investigation revealed that Ms. White had knowledge that Mr. Moore was going to rob Mr. Gilliam, prior to the robbery and resultant homicide being committed. Detectives also determined that she played an active role in helping Mr. Moore avoid capture in the hours that followed the incident.

On September 26, 2018, these findings were presented to the Sullivan County Grand Jury which returned a true bill of indictment, charging her with 1) Accessory to Murder After the Fact, 2) Robbery, 3) Tampering with Evidence, and 4) Possession of Marijuana.

On October 9, 2018, Ms. White was taken into custody at the Kingsport Justice Center. She was processed in the Kingsport City Jail, and then transferred to the Sullivan County Jail in Blountville where she remains confined, pending arraignment, in lieu of a $15,000 bond.

Mr. Moore was initially only charged with First Degree Murder; however, at the same Grand Jury presentment, a true bill of indictment was returned, charging him with 1) First Degree Murder, 2) Felony Murder, 3) Especially Aggravated Robbery, and 4) Tampering with Evidence. He remains confined in the Sullivan County Jail.

As this remains an active homicide investigation, and in the interest of a successful future prosecution, no additional details can or will be released at this time.

As previously released:

On Thursday, April 19, 2018 at approximately 8:45 PM, Kingsport Police Patrol Officers responded to 524 Stapleton Drive in Kingsport regarding a shooting incident. Upon arrival, they found the resident, Timothy L. Gilliam, recently deceased from what appeared to be gunshot wounds, inside the home.

The K.P.D. Criminal Investigations Division was called to the scene. Detectives began an intensive homicide investigation, working non-stop around the clock, following up on several leads. They were soon able to develop Corey Lee Moore as the suspect responsible. By late Friday evening, April 20, 2018, a warrant had been obtained for his arrest, charging him with First Degree Murder.

Shortly thereafter, on Saturday, April 21, 2018, at approximately 12:15 AM, Kingsport Police Patrol Officers spotted Mr. Moore driving a vehicle into the parking lot of Model City Apartments, located at 1000 Stonegate Road in Kingsport. He was subsequently taken into custody without incident.

He was transported to the Kingsport City Jail, and is currently being held without bond, pending arraignment. As this remains an active homicide investigation, and in the interest of a successful future prosecution, no additional details, to include motive, can or will be released at this time.

There is less than one week remaining to apply for the Kingsport Police Department’s upcoming Fall 2018 Police Applicant Testing session. See previously released information below for details:

The City of Kingsport Human Resources Department is currently accepting applications for the position of Police Officer. The Kingsport Police Department is hoping to hire several new officers out of this application process to fill any existing and upcoming vacancies. Applications are being accepted from September 15, 2018 until no later than October 14, 2018.

Individuals who are interested in a career in law enforcement are encouraged to apply. All applicants must be a United States citizen and either already be at least 21 years of age or be turning 21 by no later than May 1, 2019 (six months after the test date). Applicants are asked to only submit their application once, as weeding out duplicate applications hampers efficiency. All applications must be submitted online using the following link:

Following the October 14th deadline, all applicants will receive a confirmation email, as well as a letter by traditional mail, containing further instructions regarding the upcoming Police Applicant Testing procedures. All applicants will undergo a series of assessments, beginning with a written examination on the morning of Thursday, November 1, 2018. The written examination will be administered at the Civic Auditorium, located at 1550 Fort Henry Drive in Kingsport.

While not an absolute requirement, applicants are strongly encouraged to invest in the Stanard and Associates National Police Officer Selection Test “Online POST Study Guide” and “Online POST Practice Test” to assist them in preparing for this examination. These online study aids are currently priced very reasonably at $5 and $15 respectively and are available for purchase at the following link:

Applicants should take note that the current written examination used for Police Applicant Testing is obtained from a completely different vendor than the City of Kingsport used prior to 2018; therefore, other study guides that may have been recommended in the past and obtained and utilized by applicants to prepare for former tests taken prior to 2018 may not be applicable to the current examination.

Applicants who successfully pass the written examination will advance forward to a physical agility evaluation that same afternoon at 1:00 PM. The physical agility evaluation will consist of a timed one-mile run and a timed roughly one-quarter-mile obstacle course designed to measure fitness, strength, agility, and endurance as related to the duties of a Police Officer.

Applicants are also strongly encouraged to participate in a voluntary practice physical agility evaluation and question and answer session. This session will take place on Thursday, October 25, 2018 at 1:00 PM at Domtar Park, located at 1414 Riverport Road in Kingsport. Individuals must have an application on file and sign a waiver of liability in order to be eligible to participate in this practice session.

Those applicants with the highest combined scores on the written examination and physical agility evaluation will then move forward to a series of interviews, beginning with an interview panel and ultimately an interview with the Chief of Police, to further vet the candidates and determine the final selections. The final selections will also be subject to a medical examination, psychological evaluation, and a thorough background check prior to actual hiring.

The current starting salary for Police Officer Trainee is $15.92 per hour or $33,119 annually. Applicants who are already certified law enforcement officers may be eligible for a salary adjustment to compensate for prior experience if certain criteria are met. Academy training and all essential equipment including uniforms, firearms, body armor, and duty gear are provided by the department. K.P.D. also issues take-home police cruisers to officers meeting specific residency requirements.

4th Annual Pumpkin Plunge At The Kingsport Aquatic Center

The Kingsport Aquatic Center’s 4th Annual Pumpkin Plunge is set for Saturday, October 13.

From 6:30 p.m. to 8 p.m., children ages 12 and younger are invited to plunge into the Palmer Center Foundation Warm Pool and retrieve a pumpkin to decorate, participate in Halloween games and swim in the indoor pools.

Admission is $5 per person if you purchase your ticket in advance, and $7 per person on the day of the event. Tickets can be purchased at the KAC front desk or online.  Everyone is welcome to swim during the Pumpkin Plunge Party with the entry fee, but only children ages 12 and younger will be allowed to decorate the pumpkins.

GENERAL NARRATIVE
On August 20, 2018 a representative of a local business filed a report with the Kingsport Police Department regarding fraudulent charges placed on a company credit card that had been stolen out of a company vehicle while it was in Johnson City. While the auto burglary occurred and was reported to law enforcement in that jurisdiction, some of the charges occurred at the two Lowe’s stores in the City of Kingsport.

Most of these charges occurred on July 4, 2018 when $816.59 was charged at the Lowe’s on East Stone Drive, and $859.02 and $506.59 were charged at the Lowe’s on West Stone Drive. An additional charge was made on July 7, 2018 at the West Stone Drive store for the amount of $797.87. Another charge was allegedly made using the card at a Bristol (TN) Lowe’s store and is being investigated by law enforcement in that jurisdiction.

Images of what appears to be two separate suspects involved in these crimes were located on surveillance video footage. Photos take from that footage have been included in this release. GENERAL NARRATIVE
K.P.D. Detectives are investigating a series of auto burglaries and credit card fraud crimes in Kingsport, all believed to be tied to the same pair of suspects.

On September 11, 2018 at approximately 1:00 PM, a woman returned to her vehicle in the parking lot of Starbucks, located at 1860 North Eastman Road, to find her window shattered and her purse stolen. Among the items in her purse were several credit cards and a Ruger .380 caliber pistol.

While the victim of the above auto burglary was reporting the incident to law enforcement, she was notified that one of her stolen credit cards had already been used to make a fraudulent purchase of over $500 in merchandise at Walgreens, located at 2200 Memorial Court.

The same victim’s credit card was also attempted to be utilized for an unsuccessful fraudulent purchase of over $400 in merchandise at Walmart, located at 3200 Fort Henry Drive; however, that transaction was declined.

Also on September 11, 2018 at approximately 5:00 PM, another woman returned to her vehicle in the parking lot of KFC, located at 2401 Fort Henry Drive, to find her window shattered and her purse stolen. Like the first victim, her purse too contained several credit cards. She soon learned that several unsuccessful fraudulent attempts had been made using some of those stolen cards.

On the same day, roughly an hour later, a third victim’s car was broken into while parked at Indian Highland Park, located at 1814 East Center Street. Just like the others, her window was shattered and two purses containing credit cards were stolen. One of her cards was soon fraudulently used to make a purchase of nearly $300 at Walmart, located at 3200 Fort Henry Drive.

Also on the same day, during the same general time frame, a fourth woman returned to her vehicle in the parking lot of the YMCA, located at 1840 Meadowview Parkway, to find her window shattered and her purse stolen. Among the items in her purse was $1,600 in cash.

Also on the same day, during the same general time frame, a fifth woman returned to her vehicle in the parking lot of the Great Body Company, located at 3246 Memorial Boulevard, to find her window shattered and her purse stolen.

After extensive further investigation, to include a review of surveillance video footage at several of the above locations, all of these crimes are now believed to have been perpetrated by, or directly connected to, the same two suspects. Photographs of these two suspects, a black male adult and a black female adult, taken from surveillance video, have been included in this release.

The Kingsport Police Department continues to try to educate citizens on the prevalence of auto burglaries. While this crime is often a crime of opportunity, in these particular cases it is clear that the suspects were trolling parking lots specifically looking for purses left in plain sight in vehicles.

Citizens are strongly encouraged to NEVER leave their vehicles unlocked and NEVER leave items of value in their vehicles, especially not in plain sight. And firearms should NEVER be left unsecured in a motor vehicle.
