On March 24, 2015 at approximately 10:30 PM, the Kingsport Police Department’s Vice and Narcotics Unit executed a search warrant at Model City Apartments, Apartment # D-4, located at 1000 Stonegate Road in Kingsport. The search warrant was obtained as part of an ongoing investigation into unlawful drug activity at this residence.
Apartment residents, Casey Repass and Jessica Powell, were home at the time the warrant was served. During a search of the apartment, Detectives located a bottle containing 151 Xanax pills and a plastic baggie containing an additional 198 Xanax pills. Another pill believed to be Subutex was found concealed inside a contact lens case.
A small baggie containing marijuana was found hidden under the couch. An additional 2 ounces of marijuana was located in a box in a bedroom. In the same bedroom, detectives found another 7 ounces of marijuana in a sealed glass jar. Detectives also located numerous items of unlawful drug paraphernalia including baggies, pipes, a set of scales, and a grinder covered in marijuana residue.
The estimated street value of all of the seized narcotics is approximately $6,000. In addition to the drugs and paraphernalia, detectives seized approximately $1,400 in cash and change believed to be proceeds from prior drug transactions. The money had been stored in three different containers.
While the detectives were still on scene processing the evidence, another individual (identity withheld at this time) arrived at the apartment and saw one of the detectives holding some of the illegal narcotics. Having no idea that the plain clothed detective was a law enforcement officer, the individual promptly produced a $20 bill and asked to buy the drugs in question. A subsequent investigation into this attempted drug purchase is still ongoing.
Mr. Repass and Ms. Powell were arrested and each charged with the following:
1) Maintaining a Dwelling Where Narcotics are Sold, Stored, Used, or Distributed
2) Possession of a Schedule VI Drug (Marijuana) for Resale
3) Possession of a Schedule IV Drug (Xanax) for Resale
4) Simple Possession of a Schedule III Drug (Subutex)
5) Possession of Unlawful Drug Paraphernalia
Mr. Repass and Ms. Powell were transported to the Kingsport City Jail. They were arraigned the following morning where their bond was set by the presiding judge at $2,500 each. They have since been transferred to the Sullivan County Jail in Blountville where they remain incarcerated. |
