This event serves as an annual reunion for all past and current KOSBE Award winners, sponsors and other small businesses to gather together to learn and network. The subject of the presentation is the Tennessee Center for Performing Excellence (TNCPE) Award Program. Modeled after the Malcolm Baldrige Performance Excellence Program, the TNCPE Award Program provides an in-depth, low-cost assessment of regional organizations. Organizations that go through an assessment receive detailed feedback that may be used to improve processes and achieve greater results. It’s an effective way to energize employees, sharpen focus, look at your organization from a systems perspective, and earn recognition for your business or organization. All businesses are welcome to apply as the TNCPE Award program is multi-tiered. There are four levels at which an award may be won.
Aundrea Wilcox is a TNCPE Examiner (since 2012) and Dr. Lyle Ailshie is a TNCPE Official Judge (Examiner since 2009). At approximately 8:50 PM the Kingsport Police Department was notified of a motor vehicle and bicycle crash on W. Sullivan St. at Hammond Av. The investigation revealed that the Chevrolet Malibu driven by Mr. Robinson was east bound on W. Sullivan St and was approaching Hammond Avenue when a 12 year old female riding a bicycle south bound on Hammond Av. failed to stop for the stop sign on Hammond Avenue, started to cross W. Sullivan St. and encroached into the path of the Chevrolet. Mr. Robinson attempted to avoid the bicycle by braking and steering to the left, but the right front corner of the vehicle struck the bicycle. The female bicycle rider was transported to Holston Valley Hospital by EMS and was admitted in stable but serious condition. The female was not wearing a helmet and if a helmet had been used the injuries could have been lessened. No charges will be placed against Mr. Robinson and the investigation is ongoing by the Traffic Unit. The name of the 12 year old female will not be released. |

Two individuals, one an adult and the other a juvenile, have been arrested in multiple auto burglaries.
On July 24, 2013 at approximately 1:15 AM, Officer Mike Slater was on seemingly routine patrol in the vicinity of 1346 Lawndale Circle when he was flagged down by the resident of this address. The resident told Officer Slater that his wallet containing $40 in cash had recently been stolen from his UNLOCKED 2004 Ford Mustang. Some of the contents of the wallet were located nearby in the street. While Officer Slater was completing the incident report, Kingsport Central Dispatch issued an alert to be on the lookout for two suspicious individuals walking in the neighborhood nearby. Officer Slater responded and located the two described individuals. One of these individuals was Daniel J. Kilgore and the other was a juvenile whose identity will not be released. Mr. Kilgore and the juvenile were both wearing backpacks. One of these backpacks contained assorted items including a quantity of loose change, a digital camera, and the wallet stolen from the 2004 Ford Mustang. The other backpack contained diapers, various child care products, and a piece of paper printed with the address of 2301 Alameda Place. Officer Slater went to 2301 Alameda Place and spoke with the resident who told him that the backpack containing the diapers had been stolen from her UNLOCKED 2006 Scion. The two suspects also acknowledged unlawfully entering at least seven other UNLOCKED vehicles in the surrounding neighborhood. Both suspects were arrested for two counts of Auto Burglary with potential additional counts to follow. The Kingsport Police Department is asking residents in the surrounding neighborhood to check their vehicles to see if anything has been stolen from them and promptly report any incidents of auto burglary. The list of streets where the two suspects might have committed additional crimes includes but is not necessarily limited to the following: 1) Warpath Drive 2) Ashley Street 3) Bridwell Street 4) Konnarock Road 5) Alameda Place 6) Bruce Street 7) Lawndale Circle If anyone in the area has had a digital camera stolen from their vehicle, they are asked to please contact the K.P.D. Criminal Investigations Division at 423-229-9429 to identify and claim their property. In the vast majority of auto burglaries reported to the Kingsport Police Department, the vehicle had been left unlocked, allowing unrestricted entry to the vehicle. And in the vast majority of the remaining auto burglaries where the vehicle was locked and entry had to be achieved by force, there was an item of value in plain view. The Kingsport Police Department once again strongly urges citizens to please lock the doors on their vehicles and always try to remove valuables from the vehicle or at least remove them from plain sight. And remember, it doesn’t really matter if you think it is valuable, it only matters if it looks valuable to a thief who may be looking in the window. In this case, an individual committed a FELONY to steal a backpack full of diapers. Anyone with information on these auto burglaries or any other auto burglaries that might have occurred in the vicinity on the same day is asked to contact the K.P.D. The Kingsport Police Department is requesting assistance from the public in locating a wanted individual and a stolen vehicle.
On July 22, 2013 at approximately 3:00 AM, Kingsport Police Patrol Officers were dispatched to the Model City Motel, located at 3109 Memorial Boulevard in Kingsport in reference to a sport utility vehicle suspiciously circling the parking lot. Upon his arrival, Officer Matthew McGuire observed a 2004 silver GMC Envoy rapidly exit the parking lot. When Officer McGuire attempted a traffic stop on this vehicle on Memorial Blvd. the driver accelerated and a pursuit ensued. The vehicle turned onto Orebank Road, accelerated to 69 mph in a 40 mph zone, and recklessly crossed the double yellow line on multiple occasions. The vehicle was driven into the yard of 4402 Orebank Road, to a wooded area at the rear of the property, where it came to rest in a creek. A female passenger was located in the vehicle, but the male driver, later identified as Ralph Andrew McClellan, was believed to have fled on foot. It was later learned that the GMC Envoy had been reported stolen to the Sullivan County Sheriff’s Office. Later on July 22, 2013 at approximately 10:15 PM, Kingsport Police Patrol Officers were dispatched to a report of a stolen vehicle from Papa John’s, located at 2038 Fort Henry Drive in Kingsport. An employee advised that an individual, later identified as Ralph Andrew McClellan, had been suspiciously walking around the parking lot for several minutes, before coming inside for something to drink. When Mr. McClellan went back outside, he got into the employee’s vehicle and drove away. The stolen vehicle, a silver 2012 Nissan Versa 4 door, was unlocked with the keys in the vehicle at the time it was stolen. It also had a Papa John’s delivery sign affixed to the top of the vehicle; however, this sign could have easily been removed after the theft. A photo of an identical vehicle is attached to this release. Two separate warrants charging Mr. McClellan with the following crimes are being obtained: 1) Theft over $10,000 2) Felony Evading Arrest 3) Felony Reckless Endangerment 4) Possession of Stolen Property 5) Speeding 6) Leaving the Scene of an Accident 7) Driving on a Revoked License 8) Driving Left of Center A photo of Mr. McClellan along with his identifying information is included in this release. Anyone with any information regarding the whereabouts of either Mr. McClellan or the stolen Nissan Versa is asked to contact Kingsport Central Dispatch at 423-246-9111.
