GENERAL NARRATIVE |
On March 28, 2014 at approximately 5:00 PM, Kingsport Police Patrol Officers investigated a felonious incident of domestic violence vandalism at 3806 Bonita Street in Kingsport. The victim told officers that her ex-husband, Charles A. Samples, came to her residence to take their daughter for the weekend. The victim refused to allow him to leave with their daughter, because Mr. Samples was currently wanted on an outstanding Sullivan County warrant for Failure to Pay Child Support. Mr. Samples became enraged, began shouting, and repeatedly punched the left rear quarter panel of her 2000 Subaru Legacy leaving a large dent.
An officer located Mr. Samples at his mother’s residence at Maple Oak Apartments and took him into custody. Mr. Samples temporarily feigned compliance; however, as he was being escorted out of the apartment, he suddenly and violently lunged his head backward into the officer’s face, striking his nose. Mr. Samples then threatened to kill the officer. Additional officers responded and transported Mr. Samples to the Kingsport City Jail. The assaulted officer was transported to Holston Valley Medical Center for treatment of significant facial injuries sustained in the attack, but he has since returned to duty. Mr. Samples was charged with: 1) Aggravated Assault 2) Felony Domestic Violence Vandalism 3) Retaliation for Past Action 4) Also Arrested on Outstanding Sullivan County Warrant for Failure to Pay Child Support |
