As responding officers arrived on scene and began to approach the vehicle in question, they observed the male (driver) and female (passenger) suspects, later identified as Joshua L. Bradley and Jessica N. Kilgore, begin to scurry around the interior of the vehicle in an apparent attempt to conceal unknown contraband.

When officers asked Mr. Bradley for his driver license, he produced only a State of TN identification card, as his license was suspended. As Mr. Bradley stepped out of the vehicle at an officer’s request, his movements appeared to be very slow and lethargic. He also performed poorly on a series of field sobriety tests. During a pat down of Mr. Bradley, officers located an unlabeled medication bottle containing 38 pills believed to be Subutex. He was also in possession of nearly $400 in cash which was later seized as proceeds from drug transactions.

K.P.D. K-9 Roi was deployed and positively indicated as to the presence of narcotics in the passenger side of the vehicle. A subsequent search of the vehicle revealed 26 grams of marijuana in a backpack located in the passenger side floorboard. Also in the backpack were nearly 12 grams of a rock like substance believed to be Gravel, a controlled substance analog. Several items of unlawful drug paraphernalia including rubber tubing, plastic baggies, and glass pipes were scattered throughout the interior of the vehicle. Officers also found a fully loaded 9mm handgun, that had previously been reported stolen, stashed between the two front seats.

In the infant carrier in the back seat, officers found a 3 week old baby which had started to cry. As the officers attempted to comfort the child, they noticed that it was not properly restrained in the carrier. They also found the child’s clothing to be completely soaked with urine and feces.

The officers took the infant inside the market to a warm environment and purchased a package of wipes to clean the child. The officers then dressed the child in a fresh diaper and clean clothing that were found in the vehicle. While waiting for a suitable caregiver to arrive, the officers fed the baby a bottle. Eventually the child was released into the care of a properly vetted grandparent.

Both individuals were placed under arrest and transported to the Kingsport City Jail for processing.

1) Possession of a Handgun by a Convicted Felon

2) Aggravated Child Abuse and Neglect

3) Possession of Stolen Property

4) Possession of a Controlled Substance Analog (Gravel)

5) Possession of a Schedule III Drug (Subutex)

6) Possession of a Schedule VI Drug (Marijuana)

7) Possession of Unlawful Drug Paraphernalia

8) Driving Under the Influence

9) Driving on a Suspended License

10) Maintaining a Dwelling where Narcotics are Used or Stored

Ms. Kilgore was charged with:

1) Aggravated Child Abuse and Neglect

2) Possession of Stolen Property

3) Possession of a Controlled Substance Analog (Gravel)

4) Possession of a Schedule III Drug (Subutex)

5) Possession of a Schedule VI Drug (Marijuana)

6) Possession of Unlawful Drug Paraphernalia

Mr. Bradley later secured his release by posting a $20,000 bond. Ms. Kilgore was transferred to the Sullivan County Jail where she remains incarcerated in lieu of a $15,000 bond.
