GENERAL NARRATIVE |
UPDATE: On November 4, 2014 at approximately 11:30 PM, Joshua R. Parker was arrested in a rural area of Scott County, Virginia. He was transported to the Southwest Virginia Regional Jail in Duffield where he is currently awaiting extradition back to Tennessee.
The Kingsport Police Department wishes to express sincere gratitude to the Scott County Sheriff’s Office, the Virginia State Police, the Tennessee Bureau of Investigation, and the Federal Bureau of Investigation, as well as numerous citizens who aided in this investigation and assisted in the capture of a clearly dangerous individual. As previously released: On November 4, 2014 at approximately 7:00 AM, Kingsport Central Dispatch was notified of a domestic disturbance that had just occurred in the parking lot of McDonalds, located at 2330 Fort Henry Drive in Kingsport. Officers from the Kingsport Police Department’s Patrol and Criminal Investigations Divisions responded to the scene. Several witnesses reported that an employee (25 year old white/female, name not released) was assaulted and abducted by her ex-boyfriend, Joshua R. Parker. Witnesses stated that Mr. Parker drug the victim across the parking lot and forced her into a silver Mitsubishi Eclipse. Several witnesses attempted to intervene, but were unsuccessful in thwarting the assault and kidnapping. One witness was nearly stuck by the Mitsubishi as it fled the scene. The vehicle was last seen traveling north on Fort Henry Drive toward Memorial Boulevard. Detectives immediately began an in-depth investigation, following multiple leads, in an attempt to locate Mr. Parker and the vehicle. At approximately 11:15 AM, Kingsport Police Officers located the victim. At some point, Mr. Parker had released her, and she had been given a ride back to McDonalds by an acquaintance. Mr. Parker is still at large. A warrant has been obtained for his arrest, charging him with Kidnapping, Aggravated Assault, and Domestic Assault. He is also wanted on a separate, pre-existing warrant out of Scott County, Virginia for Violation of Probation. His vehicle (silver Mitsubishi Eclipse) has since been located in Southwest Virginia. Mr. Parker was last seen on foot in that area on Tuesday afternoon, but so far has been able to elude capture. Kingsport Officers are coordinating their efforts with Southwest Virginia law enforcement authorities in an attempt to apprehend him. Mr. Parker is described as a 28 year old white male, standing approximately 6 feet tall and weighing approximately 195 pounds. He is completely bald and has a goatee. He has an extremely violent history, and detectives have received reliable information that he may be attempting to obtain a weapon; therefore, he should be considered armed and dangerous.
