| GENERAL NARRATIVE | |||
| Exactly two years to the day after a 2013 shooting incident at a Kingsport apartment complex, the final suspect is in custody in a drug-related robbery conspiracy. On May 14, 2013 at approximately 10:30 PM, Kingsport Police Patrol Officers responded to a report of shots fired at Allen Creek Apartments #107, located at 415 Allen Drive in Kingsport. Responding officers soon encountered Damien M. Buxton and the apartment resident, Tiffani S. Conn.
Mr. Buxton had sustained multiple life-threatening gunshot wounds and was transported to Holston Valley Hospital by Sullivan County E.M.S. for treatment. Officers soon learned that another individual, Patrick A. Beatty, had already arrived at Holston Valley Hospital seeking treatment for an unexplained life-threatening gunshot wound. Both of these individuals have since recovered from their injuries. An investigation at the scene by the Kingsport Police Department Criminal Investigations Division and Vice Unit revealed that Ms. Conn was in possession of a large quantity of crack cocaine and a significant amount of cash that was believed to be proceeds from illegal narcotics sales. Ms. Conn was subsequently arrested for Possession of over 26 grams of Cocaine for resale. As her arrest was two years ago, her charges have already been adjudicated. Mr. Buxton initially identified himself to investigators using a false name. Further inquiry revealed that he was a sex offender who was also wanted on an outstanding warrant. Following treatment, Mr. Buxton was arrested for Identity Theft, Failure to Register as a Sex Offender, and being a Fugitive from Justice. He was also later prosecuted at the Federal level on drug charges directly related to this incident. As his arrest was two years ago, his federal charges have already been adjudicated; however, his state charges are still pending. A thorough investigation was launched by the K.P.D. Criminal Investigations Division into the circumstances surrounding this incident. Detectives determined that on the night in question, Mr. Beatty and three accomplices, later identified as Demetrius L. Bradley, Michael R. Willis, and Keith D. Henderson, had traveled to Allen Creek Apartments for the express purpose of robbing Mr. Buxton of crack cocaine and money. During the ensuing altercation, both Mr. Buxton and Mr. Beatty were shot. A Sullivan County Grand Jury recently returned indictments on the four individuals involved in this conspiracy on the following charges: 1) Attempt to Commit Second Degree Murder 2) Reckless Endangerment with a Deadly Weapon 3) Criminal Conspiracy to Commit Aggravated Robbery 4) Criminal Conspiracy to Possess over 26 Grams of Cocaine for Sale or Delivery 5) Aggravated Burglary 6) Attempt to Commit Aggravated Burglary On May 7, 2015, bench warrants were issued for their arrest. Mr. Bradley, Mr. Willis, and Mr. Beatty have since been taken into custody, with each currently being held in lieu of a $100,000 bond. Mr. Henderson is already incarcerated within the Tennessee Department of Corrections on unrelated charges and will be served with his warrant while in their custody. |
