| GENERAL NARRATIVE | |||
| On August 17, 2015 at approximately 12:00 PM, Kingsport Police Patrol Officers responded to the parking lot of Colonial Heights Pharmacy, located at 4221 Fort Henry Drive in Kingsport, to investigate allegations of a drug transaction taking place in or around a black Honda Accord in the parking lot.
Upon their arrival, officers located Christopher Ryan Dillon and Steven Anthony Salyers in the described vehicle. Further investigation revealed that Mr. Dillon and Mr. Salyers were in possession of approximately 3 grams of Alpha PVP, commonly referred to by the street name “Gravel.” The current estimated street value of Alpha PVP is between $140 and $150 per gram. Based on the nature of the investigation, the K.P.D. Vice and Narcotics Unit responded to assist. During a search of the vehicle and the suspects, officers also located and seized over $6,000 in cash, a small amount of Suboxone, a 9mm semi-automatic pistol, and assorted drug paraphernalia consisting primarily of plastic tubing and baggies. The Honda Accord was also seized. Christopher Ryan Dillon was arrested and charged with: 1) Possession of a Schedule I Drug for Resale (Alpha PVP, a.k.a. Gravel) 2) Simple Possession of a Schedule III Drug (Suboxone) 3) Unlawful Possession of Drug Paraphernalia 4) Possession of a Handgun by a Convicted Felon 5) Maintaining a Dwelling Where Drugs are Used, Stored, Distributed, or Manufactured Steven Anthony Salyers was arrested and charged with: 1) Possession of a Schedule I Drug for Resale (Alpha PVP, a.k.a. Gravel) 2) Unlawful Possession of Drug Paraphernalia 3) Fugitive from Justice (Wanted on an Outstanding Warrant out of Scott County, VA for Drug Possession) Both suspects were transported to the Kingsport City Jail for confinement pending arraignment. |
