| GENERAL NARRATIVE | |||
| On December 1, 2015 the Kingsport Police Department received several tips from citizens which led to the positive identification of Joshua Cathey as the accomplice in the robbery of Quality Plus. During the time since the robbery, he had fled the Kingsport area and traveled to Morristown, TN.
Upon seeing himself in surveillance video aired by local media outlets, Mr. Cathey made the wise decision to turn himself in to Morristown law enforcement authorities. On December 2, 2015, Kingsport Police personnel responded to Morristown, served him with a warrant for Attempted Aggravated Robbery, and transported him back to the Kingsport City Jail. Upon arrival at the Kingsport City Jail, Mr. Cathey was served with a second outstanding warrant for Aggravated Assault that resulted from a separate investigation into an unrelated incident that occurred earlier on the same day as the robbery. In that incident, Mr. Cathey went to his girlfriend’s residence, located at 1044 Fairway Avenue in Kingsport. An argument ensued, during which Mr. Cathey pointed what was believed to be a firearm toward occupants of the residence and threatened to shoot them. Further investigation has led Detectives to believe that the weapon used was most likely the same BB gun used in the robbery later that day. Mr. Cathey currently remains incarcerated in the Kingsport City Jail awaiting arraignment. The Kingsport Police Department would like to express appreciation to area citizens for their tips which led to the identification and arrest of Mr. Cathey. K.P.D. also wishes to thank local media outlets who helped disseminate information to the public, resulting in a quick resolution of the case. As previously released: On November 30, 2015 at approximately 3:45 PM, Kingsport Central Dispatch received a report of an attempted armed robbery that had just occurred at Quality Plus Gas and Discount Tobacco Store, located at 841 East Stone Drive in Kingsport. Kingsport Police Patrol Officers and Detectives promptly responded to the scene to investigate. Upon speaking to store personnel, they learned that the suspects were two males in their late teens or early twenties. One of the suspects approached the window and distracted the clerk by asking for a particular type of cigar. When the clerk looked away, the other suspect approached the window brandishing what appeared to be a black semi-automatic pistol. The second suspect demanded money, reached into the window, and attempted unsuccessfully to open the cash register. The clerk shouted for another employee to call 9-1-1, and both suspects fled the scene empty-handed on foot. Another witness reported possibly seeing the suspects a few minutes later fleeing on bicycles. Several officers, one of whom was Chief of Police David Quillin, began searching the surrounding area for the described suspects. A few minutes later, Chief Quillin spotted and detained an individual, matching the description of the suspect who had brandished the gun, walking with a female in the area of the nearby Cloud Apartments. The suspect was identified as Matthew West. Further investigation determined that just prior to being detained, he had handed a BB gun to the female. The BB gun matched the description of the weapon used in the robbery. He was soon positively identified as one of the suspects in the robbery. Mr. West was arrested for Attempted Aggravated Robbery and transported to the Kingsport City Jail where he remains confined in lieu of a $20,000 bond as set by the presiding judge. The other suspect remains unidentified and at large. The entire incident was captured on surveillance video. Three photos of the unidentified suspect taken from that footage have been included in this release. Actual clips from that footage have been made available for viewing on the K.P.D. YouTube channel via the links below: The unidentified suspect can be seen in the photos and video wearing a tan work coat, gray or blue pants, a dark colored ball cap, and red or pink shoes.
