GENERAL NARRATIVE
Notice: There are only five days left to apply for a career as a Corrections Officer with the Kingsport Police Department.

As previously released:

The City of Kingsport Human Resources Department is currently accepting applications for the position of Corrections Officer, also commonly referred to as Jailer, with the Kingsport Police Department. Applications will be accepted until February 25, 2018. Individuals 18 years of age or older who are interested in a criminal justice career are encouraged to apply. Applicants are asked to only apply once, as weeding out duplicate applications hampers efficiency.

As Tennessee Corrections Institute (TCI) regulations require an equal number of male and female Corrections Officers on staff, the current vacancy is only for a female Corrections Officer. Male Corrections Officer positions are presently fully staffed.

The starting salary for a Kingsport Police Department Corrections Officer is $13.59 per hour or $28,275.00 annually. 18-Year Streak for Budget Excellence

Kingsport is pleased to announce it has received Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award for its budget.

The award represents a significant achievement by the city. It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, Kingsport had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well a city’s budget serves as:
• a policy document
• a financial plan
• an operations guide
• a communications device

Budget documents must be rated “proficient” in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award.

When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition for Budget Presentation is also presented to the individual(s) or department designated as being primarily responsible for having achieved the award. City Manager Jeff Fleming and Budget Director Judy Smith received the certificate.

“This award represents years of sustained effort,” said Jeff Fleming, city manager. “We should never take this commendation for granted. Judy Smith and John Morris do a great job and it’s fitting that they are recognized for exceeding the highest national standards.”

There are over 1,600 participants in the Budget Awards Program. The most recent Budget Award recipients, along with their corresponding budget documents, are posted quarterly on GFOA’s website. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.

SUBJECT: Suspect in Custody Following Standoff (Update)

GENERAL NARRATIVE
On February 15, 2018 at approximately 11:00 PM, based upon a citizen call for service, Kingsport Police Patrol Officers were dispatched to 1175 Martingale Square in Kingsport to check the general health and welfare of the reportedly suicidal adult male resident, Brandon N. Richards, who was alleged to have consumed a large quantity of sleeping pills.

When the responding Officer arrived at the residence and knocked on the door, Mr. Richards made the choice to rapidly and unnecessarily escalate the situation by pointing a scoped AR15 style rifle at the Officer through a window. Seeing the deadly weapon aimed directly at him and naturally in fear for his life, the Officer drew his service pistol and fired a shot in self-defense as he sought protective cover.

Once safely repositioned in a tree line, the Officer summoned additional backup Officers, and a three-hour standoff ensued. Shortly after 2:00 AM, Mr. Richards was ultimately apprehended with the assistance of the K.P.D. S.W.A.T. Team. Once in custody, he was transported to a local healthcare facility for a medical evaluation due to the risks of a possible combination of alcohol and medication consumption.

Mr. Richards was not hit by the shot fired by the Officer, nor otherwise injured during the incident. However, as a direct result of his initial aggressive actions toward the Officers and subsequent non-compliance, criminal charges are now pending. While he currently remains hospitalized, once discharged Mr. Richards will be officially charged with both Aggravated Assault and Resisting Arrest.

GENERAL NARRATIVE
As of earlier this morning, February 16, 2018, Asia Dukes, a previously reported runaway juvenile, is no longer considered missing. Again, she has been successfully located and is now safe.

As previously released:

On the evening of February 12, 2018, Asia Dukes was reported as a runaway juvenile to the Kingsport Police Department by her mother. Her mother advised that Asia left their residence voluntarily, but without her permission, early in the day while she was at work. Again, foul play is not currently suspected in her disappearance.

Having said that, during the course of the investigation in an attempt to locate her, the Kingsport Police Department has received new information to lead Detectives to believe that companions with whom she is currently associating may possibly be placing her in a potentially unsafe environment.

Asia is a 15 year old black female juvenile. She is 5 feet tall and weighs 115 pounds. She has brown eyes and short brown hair usually pulled back in a short ponytail. She was last seen wearing a dark colored hooded sweatshirt and black tights.

Anyone who has any information regarding her current whereabouts is asked to promptly call Kingsport Central Dispatch at 423-246-9111. Anyone who sees her is asked to make every possible effort to keep her in sight until law enforcement officials can arrive on scene.

SUBJECT: Two Arrested on Methamphetamine Related Charges

GENERAL NARRATIVE
On February 13, 2018 at approximately 6:30 PM, Kingsport Police Patrol Officers responded to 1347 Tranbarger Drive, lot #5, in Kingsport to investigate a report of possible drug activity.

Upon arrival, Officers encountered the resident, James R. Dinsmore, his girlfriend, Wilma J. Bledsoe, with whom he cohabits the trailer, as well as Dinsmore’s four grandchildren, ranging from 3 to 10 years of age, who also reside there.

With consent, a search of the home was conducted. In one of the bedrooms, Officers located multiple components and materials commonly used in the manufacture of methamphetamine as well as two “one-pot” method cook bottles with components inside.

Mr. Dinsmore and Ms. Bledsoe were consequently arrested. Mr. Dinsmore was charged with 1) Initiation of the Process to Result in the Manufacture of Methamphetamine, 2) Maintaining a Dwelling for the Use, Manufacture, or Distribution of Drugs, 3) Possession of Unlawful Drug Paraphernalia, and 4) Child Endangerment. Ms. Bledsoe was charged with 1) Maintaining a Dwelling for the Use, Manufacture, or Distribution of Drugs.

Both suspects were transported to the Kingsport City Jail for initial processing, with Mr. Dinsmore remaining there for confinement, but Ms. Bledsoe then being transferred to the Sullivan County Jail in Blountville for confinement. Both remain in custody pending arraignment.

The K.P.D. Vice and Narcotics Unit and the Tennessee Dangerous Drugs Task Force responded to assist with the collection of evidence and the safe clean-up of the scene. The Kingsport Fire Department arrived to assist with any decontamination that was deemed necessary.

Animal Control was summoned to take possession of two dogs that were found inside the trailer. The four children were subsequently removed from the residence and will be relocated to a safe environment.

SUBJECT: Oblivious Motorist Arrested After Nearly Running Over 3 Officers on Scene of Interstate Crash
DATE: February 12, 2018

GENERAL NARRATIVE
On February 11, 2018 at approximately 8:15 PM, westbound Interstate 26 was temporarily completely shut down near the Rock Springs Road interchange (approximately the 6 mile-marker) due to a motor vehicle collision. The hazardous scene was clearly marked with flashing emergency lights from multiple Kingsport Police Department cruisers.

In addition to the illuminated vehicles, Officers had placed several emergency flashing signal devices, known as light pucks, along the stretch of roadway ahead of the crash scene. No less than three Kingsport Police Patrol Officers were directing traffic while wearing reflective traffic vests and hat covers and carrying flashlights with illuminated orange traffic cones.

Meanwhile, a red 2010 Chevrolet Silverado pickup truck, driven by Jeremiah J. Barkley, was westbound on I-26 approaching the crash scene. Mr. Barkley continued on, failing to yield or follow traffic instructions, traveling in excess of 50 mph, passing all Officers who tried to stop him. He was completely oblivious as he passed the first officer, then the second, and ultimately a third Officer.

All three Officers waved frantically in an attempt to stop him without success, and all three had to take last-second evasive action in order to avoid being struck by the pickup. One Officer lost control of his flashlight which was then run over and destroyed by the pickup. Finally, the fourth a final Officer was able to get Mr. Barkley stopped just before the crash scene.

Further investigation determined that Mr. Barkley had been consuming alcohol; however, he was able to successfully complete field sobriety tasks administered to him. Mr. Barkley told the Officers that he had been talking on his cell phone and did not see them in the roadway. He also was not able to provide proof of current insurance coverage on his vehicle.

Mr. Barkley was subsequently arrested for 1) Felony Reckless Endangerment (3 counts), 2) Vandalism under $1,000, and 3) Failure to Comply with Financial Responsibility Law (No Insurance). He was transported to the Kingsport City Jail where he remains confined pending arraignment. Due to the lack of insurance coverage, his vehicle was towed to a storage lot pursuant to current State Law.

Kingsport Parks and Recreation Youth Baseball & Softball Registration

Kingsport Parks & Recreation Department is now accepting registration for youth baseball and softball. Leagues offered are for boys ages 5-16 and girls ages 5-15. The season will start in April and finish in June.

Registration deadlines:
Monday, March 12     Boys – ages 5-11, Girls – ages 5-12
Monday, April 2          Boys – ages 12-16, Girls – ages 13-15

Participants must live inside Kingsport City limits, attend Kingsport City Schools, and/or own Kingsport City property (business), to be eligible to participate. All registration will take place Monday through Friday at the Civic Auditorium, located at 1550 Fort Henry Drive, from 8:30 a.m. to 5:30 p.m.
