| SUBJECT: | Suspect in Custody after Botched Pharmacy Robbery Attempt | ||

| GENERAL NARRATIVE | |||
| On August 10, 2015 at approximately 12:45 PM, Officers from the Kingsport Police Department’s Patrol and Criminal Investigations Divisions converged on CVS Pharmacy, located at 128 West Stone Drive in Kingsport, in reference to an armed robbery. Within minutes, Officers had the suspect, Christopher J. Fox, in custody. The subsequent investigation into the robbery revealed the following:
Mr. Fox solicited a ride to the scene of the crime from a complete stranger who had no knowledge of his intentions. Upon his arrival at CVS, Mr. Fox attempted to disguise himself by covering his face with Calamine lotion. He entered the pharmacy and presented a note to store personnel, claiming he had a gun and demanding prescription medication. He soon fled the scene empty handed and ran across West Stone Drive to the parking lot of Holston Medical Group. Mr. Fox then entered a taxi that he had summoned prior to the robbery. Officers detained Mr. Fox as the taxi was leaving the parking lot. The taxi driver had no knowledge of the robbery that had just occurred. Just prior to the robbery, Mr. Fox also called Kingsport Central Dispatch and made a bomb threat, specifying the Kingsport Town Center, located at 2101 Fort Henry Drive, as the target. This threat later proved to be unfounded; however, at the time of his arrest, Mr. Fox was found to be in possession of the cell phone whence the call originated. Mr. Fox was arrested and charged with Aggravated Robbery and False Reporting by Making a Bomb Threat. He remains confined in the Kingsport City Jail awaiting arraignment. Mr. Fox was one of four suspects charged in a May 2015 robbery of the same pharmacy. At the time of today’s incident he was out on bond awaiting his trial date on the earlier incident. |

| SUBJECT: | Unauthorized Purchases on Procurement Card Result in Employee’s Arrest | ||

| GENERAL NARRATIVE | |||
| On August 6, 2015 the City of Kingsport Water Department filed a report with the K.P.D. Criminal Investigations Division concerning suspicious transactions on a City of Kingsport procurement card account. The resultant investigation determined that between June and August 2015, a City of Kingsport employee, Deloris Denise “Sam” Thomason, made several unauthorized purchases using the procurement card at Wal-Mart, located at 2500 West Stone Drive in Kingsport.
Further inquiry revealed that Ms. Thomason had later returned some or all of the purchased items for cash refunds. The amount of unauthorized purchases totals at least $1,650; however, the investigation into the fraudulent charges is ongoing. On August 10, 2015, Ms. Thomason was arrested, charged with Theft over $1,000 and Theft under $500, and transported to the Kingsport City Jail. During a routine search of her person in the jail, she was found to be in possession of seven yellow pills believed to be Hydrocodone. She was subsequently also charged with Possession of a Schedule III Drug and Introduction of Contraband into a Penal Facility. She remains confined in the Kingsport City Jail awaiting arraignment. |

| SUBJECT: | Suspect in Custody for Aggravated Rape | ||

| GENERAL NARRATIVE | |||
| On August 6, 2015 at approximately 4:15 PM, Kingsport Police Patrol Officers and Detectives responded to the area of the adjacent Riverfront and Domtar Parks in reference to a rape. These parks flank the Holston River and lie between Netherland Inn Road and Riverport Road in Kingsport.
Upon arrival, officers located a 40 year old female victim. She was walking in the parks for exercise when she was suddenly attacked from behind by a complete stranger. Her assailant pushed her to the ground and assaulted and forcibly raped her. Immediately after the attack, the suspect walked away. After she could no longer hear his presence, the victim immediately called 9-1-1. Officers scoured the area and located Raffael Fansano in the vicinity. After further investigation, he was positively identified as the suspect in question and charged with aggravated rape. He remains confined in the Kingsport City Jail in lieu of a $50,000 bond as set by the presiding judge. He is scheduled for transfer to the Sullivan County Jail in Blountville later today. The Kingsport Police Department wishes to stress that while violent attacks by complete strangers such as this are rare, citizens are cautioned that parks by their very nature are isolated places. Individuals are encouraged to take basic precautionary measures which include visiting a park with a friend rather than alone, always carrying a cell phone, being constantly aware of your surroundings, and in the unlikely event that something were to happen, having a basic personal safety plan. |

| This news release has been updated with the correct address for the incident and the suspect.
On August 4, 2015 at approximately 2:00 PM, Officers of the Kingsport Police Department’s Directed Patrol and Vice Units responded to Cloud Apartments #18, located at 1111 Robertson Street in Kingsport, in reference to a complaint of ongoing drug activity. Upon arrival the officers made contact with the resident, Jason J. Johnson, who consented to a search of his apartment. During the subsequent search, officers located a quantity of yellow pills believed to be Hydrocodone and an assortment of legend drugs. A supply of empty Suboxone packaging was also located in the apartment. Mr. Johnson acknowledged unlawfully consuming the Suboxone intravenously. Also seized during the search was approximately $600 in cash which was believed to be proceeds from past drug transactions. Mr. Johnson was arrested and transported to the Kingsport City Jail. He is charged with: 1) Possession of a Schedule II Drug (Hydrocodone) for Resale 2) Possession of a Legend Drug (3 counts) 3) Unlawful Possession of Drug Paraphernalia 4) Maintaining a Dwelling where Drugs are Used, Stored, Distributed, or Manufactured |
