One local registered sex offender is in custody after the Kingsport Police Department teamed with the United States Marshals Service to conduct Sex Offender Compliance Checks throughout the City of Kingsport.
On November 6, 2013 the Kingsport Police Department and the U.S. Marshals Service partnered to pay a visit to a total of 27 local registered sex offenders to verify that they were in compliance with the Sex Offender Registry. Fortunately, most of these individuals were in compliance. However, when K.P.D. Detective Terry Christian checked Kim P. Murphy at 2112 Hemlock Lane for compliance, she found that he was in violation. All registered sex offenders are required to report annually to their local law enforcement agency within 7 days prior to, or 7 days following, their date of birth. When each offender reports, he or she is required to pay a $150 annual registration fee. Mr. Murphy had failed to report and pay the requisite fee. Mr. Murphy was arrested and transported to the Kingsport City Jail. Once at the jail, he was found to be in possession of a small plastic baggie containing what was believed to be marijuana as well as a small silver pipe commonly associated with smoking marijuana. Mr. Murphy’s criminal charges include: 1) Violation of the Sex Offender Registry 2) Introduction of Contraband into a Penal Facility 3) Possession of Unlawful Drug Paraphernalia During the Sex Offender Compliance Checks, one additional offender was found to have moved and failed to report the change of address. This matter is being further investigated with potential charges pending. The Kingsport Police Department would like to thank the United States Marshals Service for their assistance in this significant public safety endeavor.
