| GENERAL NARRATIVE | |||
| The Eastman Chemical Company Corporate Business Center construction project on Wilcox Drive near the Lincoln Street intersection in Kingsport is well under way. This is a thoroughly marked construction zone with numerous signs and signals indicative of slower speed limits, constantly changing altered traffic patterns, detours, and temporary and long-term individual lane and complete roadway closures. There is also an abundance of heavy construction equipment present in and constantly moving in and out of the area.
As such, for the duration of the construction project, area motorists are urged to plan ahead, research an alternate route, and completely avoid the area whenever it is feasible to do so in order to avoid construction hazards, traffic congestion, and delays. When motorists have a genuine need to drive through or in the vicinity of this or any other construction zone, they are strongly encouraged to slow down, exercise courtesy and patience, follow all detours, obey all speed limits and other traffic instructions, and keep a cautious eye out for workers, construction equipment, and slow moving vehicles. The Kingsport Police Department has received numerous complaints concerning speeding, reckless driving, and failure to obey traffic instructions in the area of this construction zone. K.P.D. takes these complaints seriously and will be deploying traffic enforcement officers and other resources to address these complaints and issue appropriate citations accordingly. The State of Tennessee Driver Improvement and Point System assigns a particular point value to an individual’s driver license whenever he or she is cited for a traffic offense or is involved in a collision. All traffic offenses carry a point value with some offenses carrying significantly higher values than others. Driving offenses such as Reckless Driving, Driving on a Closed Road, and Speeding in a Construction Zone have particularly high point values. Adult drivers who receive 12 or more points and juvenile drivers who receive 6 or more points on their driving record during any 12 month period will receive a notice from the Tennessee Department of Safety of a proposed suspension of their driver license. Driver license suspensions are also accompanied by expensive fines, fees, high risk insurance, and reinstatement requirements.
