SPECIAL CALLED BUSINESS MEETING

May 28, 2020

 

WHEREAS, pursuant to Article III, Section 7 of the Kingsport City Charter, whenever, in the opinion of the mayor, or city manager, or of a majority of the aldermen, the welfare of the city demands it, the mayor or the recorder shall call a special meeting of the board of mayor and aldermen upon at least twelve (12) hours written notice to the mayor, each alderman, the city manager, city recorder, and city attorney, served personally or left at their usual place of residence; and

WHEREAS, it is the opinion of the city manager of the City of Kingsport, Tennessee, that the welfare of the city demands the call of a special called meeting, therefore,

NOTICE IS HEREBY GIVEN to all citizens of the City of Kingsport, Tennessee, to all persons interested, and the public at large, that the Kingsport Board of Mayor and Aldermen of Kingsport, Tennessee, will electronically conduct a special called business meeting on Thursday, May 28, 2020, commencing at 3:00 p.m., and the purpose of the special called business meeting is to make a determination that meeting electronically is necessary to protect the health, safety, and welfare of Tennesseans in light of the COVID-19 pandemic; and to consider a Resolution approving a proclamation of emergency set forth in Executive Order 20-09; and approving future Executive Orders issued by the Mayor and City Manager during the period in which the Tennessee Governor Bill Lee’s Executive Order 38 Remains in effect.

FURTHER NOTICE IS HEREBY GIVEN to all citizens of the City of Kingsport, Tennessee, to all persons interested, and the public at large that pursuant to Executive Order Number 16 issued by Governor Bill Lee on March 20, 2020, the Kingsport Board of Mayor and Aldermen will conduct the special called business meeting so that members of the board may attend the meeting electronically, including, but not limited to, telephonically. The physical location of the meeting is the City Hall Building, 225 West Center Street, Kingsport, Tennessee.

In light of COVID 19 and to help prevent its spread and in order to protect the health, safety, and welfare of the public there will be no physical access permitted by the public at the physical location of the meeting. The meeting will be conducted electronically, and members of the public can attend and listen to the meeting through access of the video at www.kingsporttn.gov and clicking on the ‘Livestream Video’ box. Alternatively, the audio recording of the meeting will also be available within two business days of the meeting at www.kingsporttn.gov and clicking on the ‘Livestream Video’ box within two business days of the meeting and then clicking on May 28, 2020 Called BMA Audio.

Board members are not required to be physically present together. Board members attending the meeting by electronic means will be counted in the quorum and will be entitled to vote. All votes will be taken by roll call.
