SUBJECT: Emotional Motorist Arrested for DUI After Running Car Off I-26

GENERAL NARRATIVE
On July 16, 2016 at approximately 3:30 AM, a Kingsport Police Patrol Officer responded to Interstate 26 near mile marker 7 to investigate a motor vehicle collision. Upon arrival, he located a white 2012 Chevy Impala that had apparently run off the road behind a guardrail.

Jesse C. Brock was located at the scene. He identified himself to the officer as the driver of the Impala and told him that he had accidentally driven the car off the roadway. The officer immediately detected a strong odor of alcoholic beverage emanating from Brock’s breath. His eyes were observed to be glossy and bloodshot, and his speech was slurred and lethargic. He was also extremely unsteady on his feet.

Because Mr. Brock was involved in a crash, Sullivan County EMS had responded; however, no injuries were observed or reported. While speaking with him about the crash, Mr. Brock suddenly and inexplicably grabbed the portable radio of one of the Emergency Medical Technicians. He then tried to grab the Patrol Officer’s radio. Upon being told to stop, he became enraged, began screaming, and aggressively threw his wallet on the ground.

Because of his unruly behavior, his impaired condition, and his close proximity to passing Interstate traffic, he was placed into custody for his own safety. As a result of Mr. Brock’s temperamental demeanor, the officer was unable to administer any field sobriety tests. He admitted to having been drinking alcohol and stated that he had just left the Hog Wild Saloon.

Mr. Brock initially stated that he had only consumed two drinks; however, as he continued to retell his story of the night’s events, the number of drinks began to increase. It first increased to three, then to four, and by the time he finally settled on an exact number, he informed the officer that he had consumed a grand total of 14 alcoholic beverages to include 5 shots of Fireball Cinnamon Whisky and 9 beers. Mr. Brock then acknowledged, “I am drunk as (expletive deleted) and I deserve a D.U.I.!”

He was charged with Driving Under the Influence and Failure to Maintain Control of his vehicle and transported to the Kingsport City Jail. During the booking process, Mr. Brock was on an emotional roller coaster. One moment he would be apologetic, then he would get angry, and out of nowhere he would start crying.

While at the City Jail, a breath test determined that his blood alcohol content was .221 which is nearly triple the legal limit. Mr. Brock has since been transferred to the Sullivan County Jail in Blountville where he remains confined in lieu of a $1,000 bond.
