SUBJECT: Detectives Attempting to Identify Suspect in ATM Fraud

GENERAL NARRATIVE
On August 10, 2016 at approximately 12:45 PM, an unidentified suspect used a stolen debit card to make a fraudulent withdrawal at a Regions Bank ATM, located at 1717 East Stone Drive in Kingsport. The card in question was a new card that was intercepted and somehow activated by the suspect prior to delivery to the victim.

The fraudulent transaction was captured on surveillance video, with photos of both the suspect and his vehicle included in this release. He is a white male, wearing a tan colored ball cap with a very distinct logo, and he was driving a small light-colored sedan.
