An individual has been arrested by the Kingsport Police Department for violation of the sex offender registry after investigators learned he was operating a local barber shop under an alias.
On August 6, 2013, at approximately 3:45 PM, Joseph Richard Jackson was arrested by Kingsport Police Detective Terry Christian for violation of the sex offender registry. Detective Christian learned that Mr. Jackson was operating his business, Carew Cuts Barber Shop, located at 806 East Center Street in Kingsport, under the alias J.R. Carew Jackson rather than his real name. Registered sex offenders are required by law to report any aliases they may be using, and Mr. Jackson had failed to do this. Because Mr. Jackson was operating under an alias, he was effectively hiding in plain sight; therefore, the Kingsport Police Department had no way of knowing that J.R. Carew Jackson was actually Joseph Richard Jackson. However, once this information came to light, Detective Christian acted immediately and decisively and levied the appropriated charge. According to the Tennessee Bureau of Investigation’s Sex Offender Registry, Mr. Jackson is currently on probation for a charge of incest that occurred in 2001. Upon reviewing his probation order, Detective Christian learned that it is a condition of his probation that Mr. Jackson not be around children. Mr. Jackson was recently involved in an event where he offered free “back to school” haircuts to children at his barber shop. While there is no indication of any inappropriate activity at this event, it does raise concern. Therefore, the incident has been referred to the Johnson City Office of Probation and Parole to determine if any additional charges concerning a probation violation are appropriate.
