General Narrative |
The Kingsport Police Department is requesting assistance from the public in locating a wanted individual and a stolen vehicle.
On July 22, 2013 at approximately 3:00 AM, Kingsport Police Patrol Officers were dispatched to the Model City Motel, located at 3109 Memorial Boulevard in Kingsport in reference to a sport utility vehicle suspiciously circling the parking lot. Upon his arrival, Officer Matthew McGuire observed a 2004 silver GMC Envoy rapidly exit the parking lot. When Officer McGuire attempted a traffic stop on this vehicle on Memorial Blvd. the driver accelerated and a pursuit ensued. The vehicle turned onto Orebank Road, accelerated to 69 mph in a 40 mph zone, and recklessly crossed the double yellow line on multiple occasions. The vehicle was driven into the yard of 4402 Orebank Road, to a wooded area at the rear of the property, where it came to rest in a creek. A female passenger was located in the vehicle, but the male driver, later identified as Ralph Andrew McClellan, was believed to have fled on foot. It was later learned that the GMC Envoy had been reported stolen to the Sullivan County Sheriff’s Office. Later on July 22, 2013 at approximately 10:15 PM, Kingsport Police Patrol Officers were dispatched to a report of a stolen vehicle from Papa John’s, located at 2038 Fort Henry Drive in Kingsport. An employee advised that an individual, later identified as Ralph Andrew McClellan, had been suspiciously walking around the parking lot for several minutes, before coming inside for something to drink. When Mr. McClellan went back outside, he got into the employee’s vehicle and drove away. The stolen vehicle, a silver 2012 Nissan Versa 4 door, was unlocked with the keys in the vehicle at the time it was stolen. It also had a Papa John’s delivery sign affixed to the top of the vehicle; however, this sign could have easily been removed after the theft. A photo of an identical vehicle is attached to this release. Two separate warrants charging Mr. McClellan with the following crimes are being obtained: 1) Theft over $10,000 2) Felony Evading Arrest 3) Felony Reckless Endangerment 4) Possession of Stolen Property 5) Speeding 6) Leaving the Scene of an Accident 7) Driving on a Revoked License 8) Driving Left of Center A photo of Mr. McClellan along with his identifying information is included in this release. Anyone with any information regarding the whereabouts of either Mr. McClellan or the stolen Nissan Versa is asked to contact Kingsport Central Dispatch at 423-246-9111.
