| SUBJECT: | Tip Leads Kingsport Officers to Wanted Fugitives and Meth Lab | ||

| GENERAL NARRATIVE | |||
| On February 26, 2016 at approximately 11:00 AM Kingsport Police Patrol Officers responded to a report of possible drug activity and wanted fugitives at Maple Oak Apartments #156, located at 818 Oak Street in Kingsport. Upon arrival, they spoke with the resident, identified as Kelli R. Larkins. Ms. Larkins initially lied and denied that anyone else was there; however, when the officers spotted other individuals moving about, she eventually consented to a search of her apartment.
Officers immediately encountered another female, identified as Jessica L. Lundy, as she stepped out into a hallway. They soon also located a male, identified as Johnny Blaine Moore, where he had retreated to hide in a bedroom closet. An active warrant check revealed that Ms. Lundy was wanted out of Hawkins County for Violation of Probation, while Mr. Moore was wanted out of Hawkins County for Failure to Appear on a prior dangerous drug charge. During the search for these fugitives, the officers discovered an active meth lab inside the apartment. The K.P.D. Vice and Narcotics Unit was immediately called to the scene to take over the investigation. The Meth Task Force and the Kingsport Fire Department also responded to assist with the safe collection of evidence as well as the proper decontamination of the officers, the suspects, and the crime scene. The three suspects were transported to the Kingsport Justice Center. After further investigation, all three suspects were charged with Manufacturing of Methamphetamine and Possession of Unlawful Drug Paraphernalia. Ms. Larkins was also charged with Maintaining a Dwelling Where Drugs are Used, Stored, Sold, or Manufactured. Ms. Lundy and Mr. Moore were also held on the pre-existing arrest warrants. They were all confined in the Kingsport City Jail pending arraignment. |
