GENERAL NARRATIVE |
On March 12, 2014 at approximately 3:10 PM, a Kingsport Police Patrol Officer initiated a traffic stop on what appeared to be a black 1998 Chevrolet Monte Carlo on Fairview Avenue near Mimosa Drive in Kingsport, because the driver was not wearing his seatbelt.
The driver, a white male, refused to stop and took evasive action, rapidly turning right on Mimosa Drive and then immediately left into an alley. The officer activated his siren; however, the driver continued to evade. Meanwhile, a white female passenger extended both of her arms out of the passenger’s side window and appeared to the officer to be in distress. The vehicle continued to make turn after turn in rapid succession, turning left on Clinton Street and left onto Fairview Avenue. The vehicle turned left onto Mimosa Drive and stopped at the intersection with Riverside Avenue. At this point the female passenger attempted to exit the vehicle via the passenger’s side door. The driver suddenly accelerated preventing her exit; however, her door remained open as the vehicle drove away. The officer continued to pursue the vehicle a short distance; however, he eventually terminated the pursuit, out of concern that the female could have been ejected from the vehicle and seriously injured or killed as a result. At the time of this incident, the vehicle displayed Tennessee license plate 502WRM. A stock photograph of a similar vehicle is included in this release for reference. Kingsport Police are requesting for anyone who may know the identities or whereabouts of either of these individuals, the current location of the vehicle, or any information regarding this incident to contact Kingsport Central Dispatch at 423-246-9111. |
