| SUBJECT: | Individual Believed to be Under the Influence of Inhalants Struck by Train | ||

| GENERAL NARRATIVE |
| On October 27, 2014 at approximately 11:30 PM, Officers from the Kingsport Police Patrol Division and Traffic Unit responded to the railroad tracks at the underpass of John B. Dennis Highway in reference to a collision between a train and a pedestrian. A southbound CSX train had just left the rail yard, located at 233 West Main Street, when both the Engineer and the Conductor noticed an individual, later identified as Dallas Wayne Turner, lying in the middle of the tracks. The train’s emergency braking system was activated bringing the train to a stop, but not before it struck Mr. Turner.
The Engineer and the Conductor exited the train and found Mr. Turner on the ground to the east side of the tracks. Mr. Turner’s hands, face, and nostrils were coated with gold colored spray paint, and a can of spray paint was found next to him, leading investigators to the reasonable conclusion that he had been engaged in the illegal and highly dangerous practice of using the spray paint as an inhalant by “huffing” it. Mr. Turner was transported to Holston Valley Medical Center by Sullivan County E.M.S. for treatment of serious, but non-life threatening injuries. CSX Police responded and will be pursuing criminal trespassing charges against Mr. Turner. |
