| SUBJECT: | Halloween Party and Half Marathon to Cause Downtown Traffic Congestion and Delays | ||

| GENERAL NARRATIVE |
| This Saturday, October 25, 2014, motorists should expect increased traffic congestion and delays in Downtown Kingsport and surrounding areas.
Activities connected with the Haunted Half Marathon and the Rockin’ the Hallows Halloween Party will take place throughout the day from approximately 2:00 PM until midnight. At approximately 3:00 PM, sections of the following roadways will be closed for the race for approximately 3 hours: 1) Clinchfield Street 2) Market Street 3) Main Street 4) Sullivan Street 5) Wilcox Drive 6) Industry Drive 7) Arch Street 8) Roller Street The Halloween party will take place at the Farmer’s Market from 7:00 PM until midnight. Area motorists not planning on participating in these events should plan ahead and seek an alternate route to avoid congestion and delays. Motorists traveling in the vicinity of the event areas are asked to exercise courtesy and patience, follow all detours, obey all traffic instructions, and keep a cautious eye out for pedestrians, cyclists, and slow moving vehicles.
