The Procurement Department is an office of the City Manager and is assigned the task of procuring quality products and services for all city departments in the most cost effective and efficient manner in accordance with the City of Kingsport Code of Ordinances as well as State and Federal law when applicable.

The Procurement Department is an office of the City Manager and is assigned the task of procuring quality products and services for all city departments in the most cost effective and efficient manner in accordance with the City of Kingsport Code of Ordinances as well as State and Federal law when applicable.

The Procurement Department prepares, coordinates, advertises, and awards Invitations to Bid and Requests for Proposals/Qualifications. We also perform the contract management function for the city along with specification development, vendor evaluation, requisition processing, procurement card program management, and mail/courier services.

It is the policy of the City of Kingsport Procurement Department to achieve the highest degree of open, free market competition when soliciting bids and/or proposals for the purpose of public procurement. All solicitations shall receive equal, fair and non-preferential treatment throughout the entire procurement process and shall be uniformly solicited, evaluated and awarded on a non-discriminatory basis.

Applicable regulatory guidelines along with Procurement Department policies & procedures shall be foremost in determining the basis for all awards. Evaluation criteria is defined in the City of Kingsport Code of Ordinances and additional criteria may also be included in solicitations.
