Notice of Public Hearing – Development of West End Greenbelt

Development of “West End” Greenbelt Project and Application to TDOT for Federal Grant Funds

Notice is hereby given that the City of Kingsport will be holding a public hearing in the sanctuary foyer of the Crossroads United Methodist Church, 200 Bays Cove Trail, Kingsport Tn. on Thursday, September 14  from 5:00 p.m. to 7:00 p.m. to receive comments and questions from the public concerning the City’s application to the Tennessee Department of Transportation for federal grant funds to assist in the development of the “West End” Greenbelt project.  The proposed project extends the current Greenbelt from Rotherwood Drive to Lewis Lane along the south side of Netherland Inn Road and West Stone Drive (SR 1 / US 11-W). Citizens are encouraged to attend and provide input on this proposed project and grant application.  Note ADA facilities are available, including transportation to and from this meeting. Notice of Kingsport Area Long-Range Transportation Plan Review Period

The Kingsport Metropolitan Transportation Planning Organization (MTPO) is responsible for developing an area Long-Range Transportation Plan that has a minimum 20-year horizon and includes a multi-modal element.  The MTPO has developed a draft “Year 2040” Plan that includes recommendations for various transportation projects that focus on safety, congestion mitigation, access and travel time, economic development, and mobility options.  The Plan includes a significant amount of background data, forecasts of area development and traffic flow patterns, and anticipated funding that will provide the resources for implementing priority projects.  Partners in developing this plan include the Cities of Kingsport, Mt. Carmel, Church Hill, Weber City, Gate City, Sullivan County, Hawkins County, Scott County, the Tennessee and Virginia Departments of Transportation, the Federal Highway Administration, and the Federal Transit Administration. The Plan document is now available for public review.  Locations where copies can be found during normal business hours include;  (1) MTPO Offices – 201 West Market Street Downtown Kingsport, (2) Kingsport Public Library – 400 Broad Street Downtown Kingsport, and (3) Civic Auditorium – Parks and Recreation Office, 1550 Fort Henry Drive Kingsport.  A copy can also be found on the City of Kingsport’s website at www.kingsporttn.gov/city-services/kmtpo.  This notice begins a 30-day review period which is open until May 24, 2017.  Public meetings will also be held to provide the public an opportunity to review the plan, ask questions, and/or make comments.  These will be held May 17, 2017 at the following locations and times:  Kingsport Development Service Building Bob Clear Conference Room – 201 West Market Street from 11 a.m. until 1:30 p.m., V.O. Dobbins Senior Complex – Douglass Room, 301 Louis Street – Kingsport, from 11 a.m. until 1:30 p.m. and from 4 p.m. until 7:30 p.m.  Upon request, ADA compatible transportation service to these meetings will be provided during area transit service hours (call 423-224-2613).
