The Kingsport Police Department responded to a fatal crash involving a pedestrian on Lynn Garden Drive.
On September 24, 2013 at approximately 6:40 AM, a 2012 Dodge Ram 1500 Pickup Truck was travelling southbound in the outside lane in the 1500 block of Lynn Garden Drive. An adult male pedestrian, was preparing to cross Lynn Garden Drive walking eastbound from an apartment building located at 1528 Lynn Garden Drive. The pedestrian stepped into the roadway into the path of the southbound truck, which subsequently struck the pedestrian. The pedestrian died at the scene as a result of injuries sustained in the impact. The driver of the pickup was wearing his seatbelt at the time of the collision, and there is no indication of alcohol or drug use on his part. The names of the driver and the pedestrian are detailed in this release. This crash is being investigated by K.P.D. Traffic Crash Reconstructionists. For additional information, please contact: Ptl. KINGSPORT – Six flashing yellow turn signals are being activated in Kingsport along Fort Henry Drive in the Colonial Heights area from Interstate 81 to the intersection with Moreland Drive, with the Traffic Department set to deploy the signals during the next 24 hours.
The first flashing yellow caution signal head outside of the downtown area went live at the Interstate 81 off ramp Monday afternoon, according to Kingsport Traffic Engineer Tim Elsea.
Flashing yellow turn signals have shown to be a more efficient way to allow left turn movements at busy intersections by lengthening the period where turn movements are authorized, Elsea said. The Federal Highway Administration has demonstrated that these signals allow additional traffic flexibility while preserving safety.
The signals are placed over left-turn lanes at intersections.
The first light at the top of the traffic signal head is a steady red arrow meaning no turning movements are allowed. The second is steady-yellow arrow meaning unrestricted turning movements are allowed as gaps in oncoming traffic allow, but that opportunity is about to end, as the signal turns to a red arrow. The third signal from the top of the signal head is a flashing yellow arrow allowing turning movements when oncoming lanes are clear. And the fourth light is a steady-green arrow meaning left turns are unrestricted.
When the flashing-yellow arrow is displayed, motorists are allowed to turn left when there are gaps in oncoming traffic or no pedestrians in the intersection, Elsea said.‚ Motorists may also turn left normally when a green arrow is displayed and oncoming traffic has stopped. They should not turn left when the red left-turn arrow is displayed.

The Kingsport Police Department has responded to yet another fatal traffic crash on Fort Henry Drive.
UPDATE: Crash scene photos are now included in this release. UPDATE: The identity of the deceased driver has been released in the most recent fatal crash on Fort Henry Drive. Melissa A. Lambert (41 years of age) of Kingsport was killed in the crash when her Chevrolet Malibu was struck in the driver’s side by a Jeep Cherokee that ran a red light. On September 21, 2013 at approximately 5:55 PM the Kingsport Police Department was notified of a multiple vehicle crash with injuries on Fort Henry Drive at Thornton Drive. The investigation revealed that a 1999 Jeep Cherokee driven by Jeremy Sturgill with a juvenile passenger, was northbound on Ft. Henry Drive in the inside lane and was approaching the intersection of Thornton Drive. A 2005 Chevrolet Malibu, driven by Melissa A. Lambert, was westbound on Thornton Drive, preparing to cross Ft. Henry Drive once the traffic signal changed from red to green. The signal on Fort Henry Drive changed from green to red signaling traffic to stop. Meanwhile, when the signal on Thornton Drive changed from to red to green, the Chevrolet entered the intersection. The Jeep Cherokee failed to stop for the red signal, entered the intersection and struck the Chevrolet on the left side. After the impact, the Jeep Cherokee rotated counter-clockwise and came to rest across the northbound traffic lanes. The Chevrolet rotated counter-clockwise and struck a 2010 Honda Accord that was southbound on Fort Henry Drive and temporarily stopped for the signal at Thornton Drive. The Honda was driven by Angela Hayes with passenger, Michael Hayes. After this second impact the Chevrolet rolled backward in the southbound lanes of Fort Henry Drive and experienced a third impact when it struck a 2013 Jeep Patriot driven by George Williams with passenger, Eric Black, that was stopped behind the Honda. Mr. Sturgill and the juvenile passenger from the Jeep Cherokee were transported to Holston Valley Medical Center for treatment of non-life threatening injuries. The driver of the Chevrolet, Ms. Lambert, was transported to Holston Valley Medical Center but ultimately died as a result of injuries sustained in the crash. The occupants of the Honda and the Jeep Patriot were not injured. All seven occupants of all four vehicles involved were wearing seat belts at the time of the crash. The crash investigation is being conducted by the Kingsport Police Department Traffic Unit. Additional information will be released as it becomes available.
